REVISED PROPOSED PERMIT CONDITIONS

The San Diego County Air Pollution Control District hereby gives notice that it has extended the period of time to provide written comments on the Air Pollution Control Officer's preliminary decision, to approve the Gregory Canyon Landfill (District Application No. APCD2007-APP-985364), until September 5, 2013.

Gregory Canyon Landfill is a proposed Class III municipal solid waste (MSW) disposal facility, located at 9708 Pala Road, Pala, CA 92059, on property owned by Gregory Canyon, Ltd., the project applicant. The site is located in northern San Diego County, approximately three miles east of Interstate 15 (I-15) and two miles southwest of the community of Pala. SR 76 and the San Luis Rey River run east-west through the landfill property. The proposed landfill footprint itself is located approximately in the center of the property south of SR 76 and the San Luis Rey River in Gregory Canyon. The total site area is 1,770 acres. Of that area, 308 acres are permitted for use for landfill activities. The proposed landfill footprint, where waste will be deposited, has an area of 183 acres.

The District performed an evaluation of the air pollution impacts of this proposal, and the landfill is expected to operate in compliance with all applicable District Rules and Regulations and all applicable federal requirements that the District is authorized to implement. The proposed permit incorporates conditions necessary to ensure compliance with all District requirements, and all federal and State requirements the District is authorized to implement.

The proposed permit conditions would allow the new equipment to potentially emit a maximum of 16.4 tons per year of oxides of nitrogen, 39.7 tons per year of carbon monoxide, 49.5 tons per year of volatile organic compounds, 95.0 tons per year of particulate matter less than or equal to 10 microns in diameter, and 43.8 tons per year of oxides of sulfur.

The District is continuing to seek comments on this proposed permit action. Written comments concerning the District's proposed action, including revisions or additions to comments already submitted, may be submitted through September 5, 2013. PROJECT DESCRIPTION: The Montecito Ranch applicant is requesting a reduction to road improvements and grading amounts that were previously approved as part of the Montecito Ranch Vesting Tentative Map, VTM 5250. The originally approved Vesting Tentative Map was approved by the Board of Supervisors on August 4, 2010 concurrently with a General Plan Amendment, a Specific Plan, a Rezone, two Major Use Permits and a Site Plan. The originally approved 935.2-acre project consisted of 417 single-family residences, an 8.3-acre active park, an 11.9-acre historic park and 571.2 acres of biological open space. Modifications are proposed to the segments along Ash Street, Montecito Ranch Road, Montecito Way, and Montecito Road and to the intersections located at Montecito Road/SR-67, Ash Street/SR-78 and Highland Valley Road/SR-67. The project would also reduce the interior, private roads from an improved width of 36-feet and 40-feet to an improved width of 24-feet. There are no changes proposed to the number of lots, the location of lots, the amount of biological open space or other amenities, including the parks and the trail network.
This item was previously scheduled as an informational item at the July 12, 2013 Planning Commission hearing. However, on July 10, 2013, the Chairman of the Ramona Community Planning Group requested that the item be heard. Pursuant to Section 81.317(e) of the County's Subdivision Ordinance, the Planning Commission is required to schedule the item for the next regularly scheduled meeting if a request for a public hearing is filed.

LOCATION: One mile northwest of the Ramona Town Center, south of State Route 78 and west of Ash Street in the community of Ramona, unincorporated County of San Diego.

PROJECT DESCRIPTION: The project is a Major Use Permit for an unmanned wireless telecommunication facility. AT&T proposes the installation of 12 panel antennas, 24 RRU's and four surge suppressors on a new, 50-foot high faux mono-broadleaf tree at the Morro Reservoir, which is owned by the Rainbow Municipal Water District. The equipment necessary to operate the facility would be located at the base of the faux tree and would consist of six outdoor equipment cabinets, enclosed within a new 32-foot-six-inch by ten-foot by seven-foot high CMU equipment enclosure with solid metal gates. Two GPS antennas would be mounted to the enclosure wall. The project is subject to the Public/Semi-Public General Plan Land Use Designation (P/SP), and is zoned Limited Agricultural (A70) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.

LOCATION: The project site is located at the intersection of San Jacinto Circle West and Camino Corto,
in the Bonsall Community Plan area, within unincorporated San Diego County
(APN 121-330-09 & 121-201-12).

ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the applicant proposes the construction and operation of a telecommunication facility that qualifies as a small, new equipment and facilities in small structures. A Notice of Exemption dated was prepared for the project and is on file with PDS as Environmental Review Number PDS2012-3910-12-01-001.

An emergency generator and associated equipment would also be added inside an existing nearby building. The lease area of the project would occupy approximately 20,415 square-feet of the 11.8-acre parcel. The project is subject to the Rural General Plan Land Use Designation (RL-40), and is zoned Open Space (S80) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.

LOCATION: The project site is located at 2973 Volcan Mountain Ranch Road in the Julian Community Plan area, within unincorporated San Diego County (APN 249-021-01).

ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the applicant proposes the construction and operation of a telecommunication facility that qualifies as a small, new equipment and facilities in small structures. The project is a 50-foot tall elevated faux water tank with antennas and associated equipment. Twelve panel antennas, one microwave antenna, and six Remote Radio Units would be housed inside the faux water tank, thereby fully screening the antennas from view. The associated equipment would be located within a 194-square foot equipment shelter, and the entire facility would be surrounded by a 1,278-square foot area with an eight-foot high concrete masonry perimeter wall. The project is subject to the Semi-Rural General Plan Land Use Designation (SR-10), and is zoned General Agricultural (A72) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.

LOCATION: The project site is located at 3588 North Twin Oaks Valley Road in the Twin Oaks area of the North County Metropolitan Subregional Plan area, within unincorporated San Diego County (APN 178-170-01 &11).

ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the applicant proposes the construction and operation of a telecommunication facility that qualifies as a small, new equipment and facilities in small structures.
