A draft Port Master Plan Amendment (PMPA) has been prepared for San Diego
Unified Port District (District) lands in the Glorietta Bay planning subarea of Planning
District 6, Coronado Bayfront, of the Port Master Plan. The PMPA will enable the City of Coronado to implement its proposed Glorietta Bay Marina Dock C and Boat Launch Facility Improvements projects, located at 1715 Strand Way and 1917 Strand Way in Coronado, CA within District jurisdiction. The Dock C improvements include redevelopment, reconfiguration, and extension of the existing dock system, and the boat launch facility improvements consist of replacing the concrete apron of the boat launch ramp, and replacing and expanding the uses of the boarding dock with a free public dock. The PMPA would update the Coronado Bayfront Precise Plan text and graphics to include the Project.

The PMPA will be considered for adoption, with or without modification, by the Board of Port Commissioners (BPC) following a public hearing to be held beginning at 1:00 pm on Tuesday, September 8, 2015 in the Board Room of the District
Administration Building, 3165 Pacific Highway, San Diego, CA 92101. Additional hearing dates, if required, will be announced at the public hearing. A companion document, a Mitigated Negative Declaration and Initial Study for the Project, prepared by the City of Coronado, will also be considered by the BPC on September 8, 2015.

Copies of the draft PMPA are available for public review at the District’s
Environmental & Land Use Management Dept in the District Administration Bldg, or upon request by interested persons. The public, interested organizations, and

Notice is hereby given that the Procurement Services Department, General Services Building, First Floor, of the San Diego Unified Port District will receive electronic bids at 1400 Tidelands Avenue, National City, California, until 2:00 P.M. on the 8th day of September 2015 for:

Work includes furnishing all labor, materials, and equipment necessary to renovate a 2,400 square foot concrete platform by repairing the concrete platform surface, sides, and underdeck, constructing a concrete topping slab and curb (this item must match the adjoining and existing non-standard colored concrete walk), installing illuminated stainless steel guardrail (this item must match the existing guardrail) around the platform, installing trench grate, and providing minor electrical power for the illuminated guardrail and convenience power. Below-deck, structural repairs will also be made to the concrete piles/concrete jackets supporting the platform.

The Contractor will be required to implement debris and material control to ensure that the bay is protected during construction.

The total contract duration is 100 calendar days. The Engineerís Construction estimate for this work is $490,000.00

The bidder must possess a valid California State Contractors License, Classification A.

Bids will be opened in public at or about that hour at 1400 Tidelands Avenue, National City, California, all as more particularly contained in Document No. 63801 on file in the office of the Clerk of the District. No Bidder may withdraw a bid after the date set for bid opening.

Bidders must register as a vendor at the following website in order to download specification, Bid Proposal Package, plans, and prospective bidders list, and to receive addendums and notifications when issued.

Bidder shall submit their original Bid Proposal Package to the Procurement Services Department, 1400 Tidelands Avenue, National City, California 91950 within the date stated on the Contract Documents page after electronic bidding (See Section 4.0, Instruction to Bidders).

A pre-bid conference will be conducted at 10:00 a.m. on August 20, 2015, in the Administration Board Room at the District Administration Building, 3165 Pacific Highway, San Diego, California 92101. The District’s representative will be present at the pre-bid conference to receive questions. At the end of the conference, interested parties may visit the job site or, if indicated in the Supplementary Requirements, make an appointment to visit the site. Submission of a Bid Proposal Package shall be evidence that the bidder has visited the jobsite and is satisfied with the conditions to be encountered if awarded the contract.

Questions or comments regarding this specification must be submitted electronically to our eBid system where the specification was downloaded and must be received by District no later than August 27, 2015, at 1:00 p.m. Questions received after the date stated here will not be accepted. Emails and faxes will not be accepted. Responses from District will be communicated via the electronic eBid system to all recipients of this specification.

In accordance with the provisions of the California State Labor Code, the District has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the Procurement Services Department of the San Diego Unified Port District.

It is the policy of the San Diego Unified Port District that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. Certified SBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.

Award of the contract, if made, will be within 120 calendar days after bid opening date. A bid guarantee in accordance with Subsection 5.6.2 of the General Condition is required with submission of a bid. No Bidder may withdraw a bid after the date set for bid opening.

Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.

Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Subsection 5.6.1, "Contractorís Insurance," of the Section 5.0, General Condition.

In the public interest, the District reserves the right to reject any or all bids, or to waive any informality in a bid.

San Diego Bay and Imperial Beach Oceanfront
Fireworks Display Events Project

Notice is hereby given that the San Diego Unified Port District (District), as lead agency under the California Environmental Quality Act, has prepared a Notice of Preparation (NOP) of a Draft Environmental Impact Report (EIR) for the "San Diego Bay and Imperial Beach Oceanfront Fireworks Display Events Project" (Project). The Project Applicant is the District. The Project site is generally located in San Diego Bay and the Imperial Beach Oceanfront in San Diego County.

The Project involves fireworks display events in and around San Diego Bay and the Imperial Beach Oceanfront. Fireworks display events include the Big Bay Boom and other smaller events operated by the District’s tenants. Typically, fireworks associated with these display events are detonated from piers, flight decks, and/or barges located adjacent to and in the waters of San Diego Bay, as well as the Imperial Beach Oceanfront. Spectators for each of the events typically gather in public parks and public areas surrounding the event locations, utilizing the surrounding roadway network and public parking facilities. Based on preliminary data and information collection efforts, currently approximately 50 fireworks display events take place or are allowed to take place in and around San Diego Bay and the Pacific Ocean near Imperial Beach annually. The Project assumes an annual growth rate of approximately 2% in the number of fireworks display events to occur in and around San Diego Bay and the Pacific Ocean near Imperial Beach.
