TO APPROVE A FEDERAL TITLE V OPERATING PERMIT
AND A NEW SOURCE OF AIR POLLUTION
Notice is hereby given that, in accordance with Regulation XIV - Title V Operating Permits, of the San Diego County Air Pollution Control District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to take action on Application No. APCD2006-APP-984839 for a federal Title V Operating Permit. The Title V Operating Permit will be issued to San Diego Gas and Electric Company (SDG&E) for a combined-cycle power plant located at 2300 Haverson Place, Escondido, California 92029 (Permit to Operate No's. APCD2010-PTO-000623 & APCD2010-PTO-000625).
The proposed Title V Operating Permit incorporates conditions necessary to ensure compliance with all applicable federal and District requirements. The draft Statement of Basis contains an evaluation on how this facility will comply with all applicable rules and regulations. Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, finely detailed, field-executed finish carpentry, added insulation and improvements to add air conditioning, ventilation, and electrical systems. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures.This project includes treatment for non-historic units. Contractors wishing to bid this Project must demonstrate a minimum of three (3) years successful experience in residential sound attenuation projects or a minimum of five (5) years successful experience in residential remodeling or renovation projects of equal scope.
