NOTICE OF PLANNING COMMISSION
As a nearby property owner, tenant, or person who has requested notice, you should know that the City of San Diego Planning Commission will hold a public hearing to consider the following: 2013 Proposed Amendments to the Centre City Planned District Ordinance (CCPDO)
The proposed amendments include, but are not limited to, the following: 1) Land Use; 2) Permit Process; 3) Development Regulations including: a) an increase in the required amount of Pet Open Space; and, b) modifications to the regulations pertaining to Roof-Top Mechanical Screening; 4) Separately Regulated Uses including amendments to the provisions related to: a) Live Entertainment; b) On and Off-Premise Alcohol Sales; and, c) Outdoor Activities; 5) Parking Regulations establishing downtown as a low-parking demand area for the purposes of calculating the reduced parking demand requirements for affordable housing; and, 6) Clean-up and Mapping to enhance organization and clarify language in the CCPDO. The proposed amendments to the CCPDO would apply within the Coastal Zone; therefore, the amendments to the CCPDO must be submitted as an amendment for certification to the California Coastal Commission. The CCPDO will not be effective in the Coastal Zone until the Coastal Commission unconditionally certifies the amendments.
The Planning Commission will make a recommendation to the City Council, who will consider the adoption of the proposed amendments to the CCPDO at a later public hearing. A separate notice of public hearing will be provided 10 business days prior to the City Council hearing for this item. This project is covered under the Final Environmental Impact Report (FEIR) for the Downtown Community Plan, CCPDO, and 10th Amendment to the Centre City Redevelopment Plan, certified by the Former Redevelopment Agency (Former Agency) and City Council (Council) on March 14, 2006 (Resolutions R-04001 and R-301265, respectively) and subsequent addenda to the FEIR certified by the Former Agency on August 3, 2007 (Former Agency Resolution R-04193), April 21, 2010 (Former Agency Resolutions R-04508 and R-04510), and August 3, 2010 (Former Agency Resolution R-04544). The FEIR is a Program EIR prepared in compliance with California Environmental Quality Act (CEQA) Guidelines Section 15168. The proposed CCPDO amendments do not result in any new environmental impacts that were not already addressed in the FEIR or addenda to the FEIR. In accordance with CEQA Guidelines Sections 15162 and 15168, no further environmental documentation is required with respect to the proposed CCPDO amendments.
The public is invited to attend this public hearing. Copies of the staff report and proposed
