NOTICE IS HEREBY GIVEN that the City of San Diego will receive bids for work at the Public Works Department, Public Works Contracting Group, 1010 Second Avenue, Suite 1400, San Diego, California, where bids are to be submitted prior to time specified. Plans and specifications can be obtained from The City of San Diego's website: http://www.sandiego.gov/bids-contracts. A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents. Prospective bidders are encouraged to attend these sessions.
It is the policy of the City of San Diego to encourage equal opportunity in its construction, consultant, material and supply contracts. The City of San Diego Development Services Department has prepared a draft Mitigated Negative Declaration Report for the following project and is inviting your comments regarding the adequacy of the document. The draft Mitigated Negative Declaration and associated technical appendices have been placed on the City of San Diego web-site at

Project Name: El Camino Real Undergrounding Utility District, Project No. 240850
Community Plan Area The project is within or adjacent to the Torrey Pines, Via de la Valle, North City Future Urbanizing Subarea II, and Fairbanks Country Club. Council District: 1

Subject: EL CAMINO REAL UNDERGROUNDING UTILITY DISTRICT PROJECT: CITY COUNCIL APPROVAL to prioritize and form an undergrounding utility district which would allow San Diego Gas and Electric (SDG&E) to construct an Underground Utility System per the franchise agreement. The project would excavate trenches of approximately 3,825 linear feet 5 feet deep and 2.5 feet wide along one side of the paved and/or improved areas of the El Camino Real public right-of-way (streets). In addition, the project would install conduit and substructures such as transformers on concrete pads, cable through the conduits, individual customer connections, remove existing overhead lines and poles using existing SDG&E maintenance access easements and paths. The district would also create an overlay that would restrict utility companies from installing above-ground utility lines in the future. All existing above ground poles and/or utility lines located within this district would be subject to removal as verified by SDG&E prior to construction. The site is not included on any Government Code listing of hazardous waste sites.

The decision of the Planning Commission is final unless the project is appealed to the City Council. In order to appeal the decision of the Planning Commission you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Planning Commission before the close of the public hearing. A Coastal Development Permit and Public Right-of-way Vacation to vacate an unused, undeveloped street located at 2144 through 2186 Pinar Place and 13610 Pine Needles Drive between Pine Needles Drive and Nob Avenue in the Torrey Pines community. No development is proposed by this action, a Coastal Development Permit is required to approve a public right-of-way vacation in the Coastal Overlay Zone.

This project is exempt from CEQA pursuant to State CEQA Guidelines Section 15305 (Minor Alterations in Land Use Limitations). This project is not pending an appeal of the environmental determination. The environmental exemption determination for this project was made on December 14, 2012, and the opportunity to appeal that determination ended January 9, 2013.

The final decision by the City of San Diego is not appealable to the California Coastal Commission. If you want to receive a Notice of Final Action, you must submit a written request to the City Project Manager listed above.
