The County of San Diego, Owner, invites sealed bids for SHERIFF'S DEFENSIVE TACTICS BUILDING; ORACLE PROJECT NO. 1012261; BID No. 6149

Sealed bids will be received at the Office of Purchasing and Contracting, Front Desk (where it will be time stamped to indicate time of receipt) 5560 Overland Avenue, Suite 270, San Diego, CA, 92123-1294, until 2:00 p.m. on October 3, 2013, at which time they will be publicly opened and read aloud. Contract Documents including Plans, Specifications and Bid Forms are available to be downloaded free of charge, from the Department of Purchasing and Contracting Buynet website at: http://buynet.sdcounty.ca.gov. Registration is required at this site in order to download documents. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A - General Engineering Contractor or Classification - B General Building Contractor. The cost of construction is estimated to be from $450,000 to $560,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds of 100% of the awarded contract amount. State Prevailing and Federal Minimum Wage Rates rates apply. The Owner, as a matter of policy, encourages the participation of disabled veteran owned businesses. NOTICE OF PROPOSED AMENDMENTS
TO TABLE II AND TABLE III IN RULES 1200 AND 1210 OF REGULATION XII
BY THE SAN DIEGO COUNTY AIR POLLUTION CONTROL DISTRICT

The Air Pollution Control District is proposing to revise Toxic Air Contaminant (TAC) Table II and Table III in Rules 1200 and 1210, of Regulation XII. The tables organize TACs into three public health risk categories: potential carcinogenic impacts (Table I), potential chronic noncancer impacts (Table II), and potential acute noncancer impacts (Table III). Calculation of public health risk effects are based on health standards recommended by the California Office of Environmental Health Hazard Assessment (OEHHA).

There are two proposed revisions to the TAC tables. The first revision is to add silica (crystalline, respirable) to Table II. Major uses of silica are in the manufacture of glass, abrasives, ceramics, enamels, and several other industrial processes. Sources of ambient respirable crystalline silica include mines, quarries, diatomaceous earth calcining plants, sand blasting, and entrained fines from surface soil. The second revision is to add 1,3-butadiene to Table III. 1,3-Butadiene is a major commodity product of the petrochemical industry, usually produced as a by-product of ethylene. The majority of 1,3-butadiene is used in the production of styrene-butadiene rubber copolymers.

Written comments concerning the District's proposed action may be submitted for a period of 30 days, commencing on September 12, 2013, and ending October 11, 2013.
