Notice of Intent to Modify Floodplain/Floodway

The City of San Diego, Public Works - Engineering and Capital Projects Department, in accordance with National Flood Insurance Program regulation 65.7(b)(1), hereby gives notice of the City of San Diego's intent to revise the 1% annual chance (100-year) floodplain and floodway for South Las Chollas Creek. Specifically, the floodplain and floodway shall be revised from a point 285 feet downstream of Market Street to a point 170 feet upstream of Euclid Avenue. Portions of the FEMA defined Floodplain and Floodway are expected to both widen and narrow within the limits of revision.

NOTICE IS HEREBY GIVEN that the City of San Diego will hold a public hearing on either September 15, 2014, at 2:00 p.m. or sometime thereafter to receive comments on the Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year 2014.

A brief report on the CAPER will be presented to the San Diego City Council in the City Administration Building (202 ‘C’ Street, San Diego, CA 92101- Council Chambers on the 12th floor) on the agenda of September 15, 2014, at 2:00 p.m. or sometime thereafter. The agenda and time for this meeting is posted on the HUD Program's website at and on the City Clerk's Office's website at Public comments will be welcomed at this meeting.

The CAPER is prepared on an annual basis for submittal to the United States Department of Housing and Urban Development (HUD) and is required as part of the annual funding granted to the City as part of the following federal programs: Community Development Block Grant (CDBG); HOME Investment Partnerships Program (HOME); Emergency Solutions Grants (ESG); and Housing Opportunities for Persons with AIDS (HOPWA).

The CAPER provides an assessment of the City’s progress toward meeting its goals and high priority needs for these federal programs. The CAPER reports on how funds were spent for the reporting period and on the beneficiaries of the community development, social services, and housing activities undertaken.

The Draft FY 2014 CAPER is available for public review at the HUD Programs office (1200 Third Avenue, Suite 1400, San Diego, CA 92101), the CDBG Program's website (, the San Diego Housing Commission's website (, and select City facilities and community centers from September 2, 2014, through September 16, 2014.
