Oceanside Transit Center Painting Project
Notice is hereby given that sealed bids will be received by the North San Diego County Transit Development Board (ÒNCTDÓ) at the NCTD offices, 810 Mission Avenue, Oceanside, CA 92054, up to 2 p.m., Monday, September 26, 2005 for the Oceanside Transit Center Painting Project Project.
Project Description: Paint all previously painted metal surfaces at Oceanside Transit Center.
NOTE: The above descriptions are for general information. The Technical Specifications in Section 07 and Contract Drawings provide a complete and detailed description of the project scope.
ContractorÕs License: The successful bidder shall possess, at the time the contract for the Project is awarded, the California ContractorÕs License Classification C33. Pursuant to California Public Contract Code section 20103.5, no bid submitted shall be invalidated by NCTD for failure of the bidder to be licensed in accordance with the laws of this state at the time of bid submittal. Failure of the successful bidder to obtain proper and adequate licensing for award of the contract for the Project shall constitute a failure to execute the contract, and shall result in the forfeiture of its Bid Security, as required herein.
This work is valued by NCTD to be within this cost range: $30,000 to $35,000.

BidderÕs Security: All bids must be submitted shall be presented under sealed cover and shall be accompanied by bidderÕs security in the form specified in the General Instructions For Bidders portion of this IFB.
Pre-Bid Conference: Bidders are strongly encouraged to attend the Job-Walk Conference held at 9:30 a.m. on Wednesday, September 14, 2005 at the Oceanside Transit Center, 235 S. Tremont Street, Oceanside, CA 92054. We will be meeting on the train platform.
Subcontract Limitations:
The successful bidder shall perform not less than thirty-five percent (35%) of the Work with its own forces without subcontracting. This requirement refers to the work whose value will not be less than thirty-five percent (35%) of the Contract Price.
Bid Opening Process: Bids are required for the entire work described in the specifications. The bids will be opened and bid prices will be read aloud at the time and place listed above unless amended by addendum. The bids will be evaluated and a report will be made to the NCTD Board of Directors at a regularly scheduled meeting following the final evaluation of the bids.
Basis for Award of Contract: The basis for award of a contract will be the lowest priced responsive and responsible bidder complying with the Contract Documents, Technical Specifications and Contract Drawings, as determined from the Bid Price Form in Section 09.
Compliance with Labor Code Requirements/Prevailing Wages: It has been determined that the work herein described falls into the category of public works construction projects for Federal and State requirements. The successful bidder will be required to comply with all of the terms and conditions (including Federal and State General Prevailing Wage requirements) prescribed for contractors performing public works construction projects. The latest General Prevailing Wage determinations for crafts associated with public works construction projects shall apply. In all instances where Federal and State Prevailing Wages for a given craft differ, the higher Prevailing Wage shall be paid. It shall be mandatory upon the successful bidder and all subcontractors to pay not less than the said specified rates to all workers employed by them in the performance of this contract. Copies of the Prevailing Wage Rates are on file at the NCTD Contracts Department located at 810 Mission Avenue, Oceanside, CA and are available upon request. Requests must specifically state which prevailing wage rates are required.
It shall also be mandatory upon the successful bidder and all subcontractors to comply with all other California Labor Code or Federal requirements, which include, but are not limited to, the employment of apprentices, hours of labor, retention of payroll records and debarment of contractors and subcontractors, to the extent applicable.
The successful bidder will be required to comply with all applicable Equal Employment Opportunity Laws and Regulations.
Bonds: The successful bidder will be required to furnish NCTD with Performance and Payment (Labor and Material) Bonds in an amount equal to 100% of the successful bid prior to execution of the contract for the Project. All bonds are to be secured from a surety company that meets all of the State of California Bonding requirements, as defined in California Code of Civil Procedure section 995.120, and is authorized by the State of California, and all documents required by California Code of Civil Procedure section 995.660, to the extent required by law.

The bid packages comprise all or a portion of a project known as SAN DIEGUITO ACADEMY MEDIA CENTER/LIBRARY, 800 Santa Fe Drive, Encinitas, CA, 92024, (the "Project"), administered by a construction manager. douglas e. barnhart, inc. has been hired as the construction manager for the Owner and will conduct the bidding of this and other trade contracts on behalf of the Owner. Each successful bidder will be responsible for performing the contract awarded to it within the time specified in the bid documents for that particular trade, consistent with the master schedule for the Project.
Bids shall be received in the office of the Director of Purchasing/Warehouse Services of the DISTRICT located at 684 Requeza Drive, Encinitas, CA 92024, and shall be opened and publicly read aloud at the above-stated time and place.
A non-mandatory biddersÕ conference will be held on Tuesday October 4th, 2005 at 3:30 p.m. at the jobsite, 800 Santa Fe Drive, Encinitas, CA, 92024, for the purpose of acquainting all prospective bidders with the bid documents and the work site. All bidders are strongly encouraged to attend one biddersÕ conference. The District, in its sole discretion, reserves the right to schedule additional conferences.
Each bid must conform and be responsive to the contract documents, copies of which are now on file at NTD/Stichler Architects, Inc., 9655 Granite Ridge Drive, Suite 400, San Diego, CA, 92123.
PLANS MAY BE OBTAINED at the office of the Construction Manager, douglas e. barnhart, inc., whose address is 10760 Thornmint Road, San Diego, CA, 92127, 858/385-8200, for a refundable deposit of $300.00 per set, payable to SAN DIEGUITO UNION HIGH SCHOOL DISTRICT, company or cashiers checks only (no personal checks or cash will be accepted). For bidders wishing plans forwarded to them via UPS, an additional separate non-refundable check, payable to douglas e. barnhart, inc., for $100.00 per set, for shipping and handling, will be required. Bid Packages #1, #2, #3 & #10 should request a Geotechnical Report when requesting drawings as it is a Contract requirement to comply with all requirements in the report. Bidders shall return bid sets to the Construction Manager in accordance with the following instructions:
The deposit for Plans and Specifications shall be refundable only upon return of the documents to the CONSTRUCTION MANAGER, DOUGLAS E. BARNHART, INC., 10760 Thornmint Road, San Diego, CA, 92127, as COMPLETE SETS and in GOOD CONDITION (defined as clean, legible, bound in proper sequence, and with nothing missing except the "required bid forms" used in the bid), and within fifteen (15) days after bid opening. Bidders who fail to return these documents as stated above, to the Construction Manager within this time period, will be subject to forfeiture of deposit without further notice.
Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders. Each successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents.*
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
The lowest bid shall be the lowest bid price on the base contract without consideration of the prices on the additive or deductive items.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, The prevailing rate of per diem wages as determined by the State Director of Industrial Relations are AVAILABLE ON THE internet at the World Wide Website of the State Department of Industrial Relations at www.dir.ca.gov under Statistics and Research. It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.
Minority, women, and disabled veteran contractors are encouraged to submit bids. This bid is subject to Disabled Veteran Business Enterprise requirements.
This contract is subject to a labor compliance program, as described in subdivision (b) of Section 1771.5 of the Labor Code. Pursuant to Labor Code section 1771.7, the District has implemented and shall enforce a Labor Compliance Program (LCP) approved by the Department of Industrial Relations on March 28, 2003 for this Project.
*A payment bond must be filed for a contract involving an expenditure in excess of $25,000 (Civil Code section 3247(a)) and may be required for contracts involving smaller expenditures at the option of the District.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification for the work to be performed. Failure to possess the specified license or licenses shall render the bid non-responsive and shall act as a bar to the award of the contract to any bidder not possessing the specified license at the time of the award. Licenses acceptable for the work are indicated after the title of the bid package listed above and more than one license may be required. This list in no way relieves the Contractor from fulfillment of any legal requirement or licensing necessary for performance of his work.
No bidder may withdraw his bid for a period of ninety days (90) days after the date set for the opening of bids.

CH2M HILL is seeking Construction Management and Inspection Service Statements of Qualifications (SOQ) from certified small businesses and other subconsulting firms to join our team to submit a proposal to the San Diego County Water Authority (SDCWA) for the Construction Management and Inspection Services for the San Vicente Projects. The proposal is due to SDCWA on October 11, 2005.
CH2M HILL is committed to advancing opportunities on this project for small contractors, including minority-, women-, disadvantaged-, and veteran-owned firms.
