Sealed bids will be received at the office of the Department of Parks and Recreation, Northern Service Center, Phone: (916) 653-4274, One Capitol Mall, Suite 500, Sacramento, California 95814, up to 2 P.M., Tuesday, September 27, 2005, at which time and place they will be publicly opened and read for performing the work as follows:
Furnish all labor, materials, tools and equipment necessary to remodel two (2) existing combination buildings for ADA compliance at SILVER STRAND STATE BEACH, San Diego County, California, complete and in accordance with the plans and specifications therefore and such addenda thereto as may be issued prior to bid opening date.

NOTE: A job showing will not be held for this project.
Prospective bidders may examine and obtain bid forms, specifications, and plans by downloading the bid package from the California State Contracts Register at www.cscr.dgs.ca.gov/cscr/. The CD will be sent by first class mail, unless a FedEx number is provided with the fax request. NOTICE INVITING BIDS

Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the "Airport Authority") will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 1:00 P.M. on the 14th day of October 2005 for:
Terminal 1 East 100% Baggage Screening -
Terminal Building Modifications
Spec. No. LF05-01 - Drawing No. 3026
SAN DIEGO INTERNATIONAL AIRPORT
SAN DIEGO, CALIFORNIA

The work, in general , includes modifications of the existing Terminal 1 East facilities to allow for installation of new baggage handling systems and baggage screening equipment. The work consists of, but not limited to, the following:
¥ Demolition of existing canopy structure and construction of new enlarged canopy struc ture on spread footings to be used as baggage make-up area and baggage screening area, including all utilities and necessary protective devices.
¥ Partial demolition and reconfiguration of tenant spaces.
¥ Removal and relocation of ticket counters, bag scales, and LED signs.
¥ Construction of temporary walls, fence, and barricades to protect airline and airport per sonnel, equipment, and aircraft during construction.
The magnitude of this work is in the range of $2,300,000.00. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted.
Bids will be opened in public at 1:00 P.M. on October 14, 2005 in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the date set for bid opening.
A prebid conference will be conducted at 1:00 p.m. on September 28, 2005, in the EOC Conference Room at the Commuter Terminal, 3225 North Harbor Drive, San Diego, California, 92101. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport AuthorityÕs representative will be present at the prebid conference to receive questions. An addendum will be issued, if necessary, to respond to questions raised. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.
Plans and specifications may be purchased for $55.00 per each set on or about September 15, 2005, by BidderÕs printed check only, during the hours of 8:30 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m., Monday through Friday, excluding Airport Authority holidays, from the Facilities Development Department, San Diego County Regional Airport Authority, P.O. Box 82776, San Diego, CA 92138-2776, or picked up in person at 2320 Stillwater Road, San Diego, California, Telephone Number (619) 400-2606 or 2607. Shipment of plans and specifications by Federal Express is available at BidderÕs expense (please provide a completed airbill with your request). The purchase price and cost of shipment are not refundable. One set of plans and specifications will be made available by the Airport Authority to local plan file services.
In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the Airport AuthorityÕs Facilities Development Department.
All businesses, including those that meet the definition of socially and economically disadvantaged, as defined in 49 Code of Federal Regulations ("CFR") Part 26, will be provided equal access to participate in the performance of all Authority and in DOT-assisted contract and leasing opportunities.
Based on the subcontracting opportunities identified and the availability of DBEs who may perform this type of work, a DBE participation goal of twenty percent (20%) has been established for this proposal/bid/quote. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/ quotes, etc. The award of the Contract may be conditioned on meeting the requirements of Title 49 Part 26 Ð Department of Transportation, Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, "ContractorÕs Insurance," of the General Conditions. For work on the Airport Operations Area (AOA) as defined herein, the required limits of insurance coverage are increased for work performed on non-AOA projects and subject to the Airport AuthorityÕs Owner Controlled Insurance Program (see the applicable section of the General Conditions). The Contractor shall be required to provide insurance in addition to the Owner Controlled Insurance Program.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
