WITHIN AN UNINCORPORATED SERVICE ZONE OF CSA NO. 135
ADOPTION OF A SERVICE-SPECIFIC SPHERE OF INFLUENCE
NOTICE IS HEREBY GIVEN, that a meeting of the Commission is scheduled for 9:00 a.m., on October 6, 2008 in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, to consider the above referenced proposal.
The San Diego County Board of Supervisors is proposing the activation of latent powers for structural fire protection and emergency medical services (EMS) within a sub-region of the unincorporated area. Latent powers is sought to actualize the first step of the HYBRID PLAN FOR IMPROVING FIRE AND EMERGENCY MEDICAL SERVICES IN UNINCORPORATED SAN DIEGO COUNTY.
The Board of Supervisors approved the HYBRID PLAN
on June 25, 2008 and established the San Diego County Regional Fire Authority (SDCRFA) within a portion of CSA No. 135 (San Diego Regional Communications). The SDCRFA will provide a governance structure for the HYBRID PLAN,
which will incrementally introduce County-administered structural fire protection and EMS programs into approximately 1.5 million acres of unincorporated territory in three steps between 2008 and 2012. The request for latent powers represents Step I of the HYBRID PLAN and involves approximately 942,000 acres where fire protection and EMS services are currently provided by volunteer fire protection companies. The Commission will consider a service-specific sphere of influence for the latent powers area that takes into account the sphere designations of surrounding jurisdictions.
The HYBRID PLAN
was developed as an alternative to the Phase I Reorganization of Structural Fire Protection and Emergency Medical Services in Unincorporated San Diego County
(Ref No. RO05-10), which was conditionally approved by LAFCO and transmitted to the Board of Supervisors in January 2008. At the hearing, the Commission will receive an update on the status of Phase I in relation to the proposed activation of latent powers.

Successful bidder shall provide Payment and Performance Bonds for 100% of the contract amount. Prevailing Wage rates apply.
