A draft Mitigated Negative Declaration has been prepared by the City of San Diego Land Development Review Division for the project listed below. Written comments regarding the adequacy of this Draft Negative Declaration must be received by the Land Development Review Division at the address below by October 16, 2003. A final environmental report incorporating public input will then be prepared for consideration by decision-making authorities.
SUBJECT:Pacific Highway Bridge Demolition. Council Approval and Coastal Development Permit of Capital Project No. 53-038-8 to allow for the demolition of the 787-foot concrete Consolidated Truck Road Bridge over Pacific Highway (Bridge 57C-0219). The bridge is a Navy-owned structure formerly used exclusively for military purposes. The structure has never been used for public access and has no future use identified. It is currently vacant. Under the State of California Seismic Retrofit program, the bridge structure has been determined to be seismic safety risk. Because the bridge has no current or future use, demolition is proposed as the solution to eliminate the existing hazard. The project location is within the IS-1-1 zone of the Midway Community Plan, North Bay Redevelopment Project, Airport Approach, State Coastal, Coastal Height Limit. Council District 2. AN ORDINANCE OF THE COUNCIL OF THE CITY OF SAN DIEGO AMENDING THE SAN DIEGO MUNICIPAL CODE BY AMENDING CHAPTER 2, ARTICLE 6, DIVISION 0, BY AMENDING SECTION 26.30(d) AND BY ADDING NEW SECTION 26.30(g), ALL RELATING TO MISSION BAY PARK COMMITTEE.
This ordinance amends the San Diego Municipal Code by amending Chapter 2, Article 6, Division 0, by amending Section 26.30(d) and by adding new section 26.30(g), all relating to Mission Bay Park Committee.
This ordinance contains a notice that a full reading of this ordinance is dispensed with prior to its final passage, since a written or printed copy will be available to the City Council and the public a day prior to its final passage.
This ordinance shall take effect and be in force on the thirtieth day from and after its passage.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF SAN DIEGO AMENDING CHAPTER 4, ARTICLE 4, DIVISION 3, OF THE SAN DIEGO MUNICIPAL CODE BY REPEALING SECTION 44.0322 RELATING TO DOG LICENSE FEES.
BE IT ORDAINED, by the Council of the City of San Diego, as follows:
Section 1. That Chapter 4, Article 4, Division 3, of the San Diego Municipal Code is hereby amended by repealing Section 44.0322.

A RESOLUTION CALLING FOR A PUBLIC HEARING TO DETERMINE WHETHER THE PUBLIC HEALTH, SAFETY, OR GENERAL WELFARE REQUIRES THE FORMATION OF AN UNDERGROUND UTILITY DISTRICT FINANCED THROUGH SDG&E ANNUAL ALLOCATION FUNDS (CASE 8209)
WHEREAS, Chapter VI, Article 1, Division 5 of the San Diego Municipal Code establishes a procedure for the creation of underground utility districts and requires as a initial step in such procedure the holding of a public hearing to determine whether the public health, safety, or general welfare requires a removal of poles, overhead wires, and associated structures and the underground installation of wires and facilities for supplying electric, communication, community antenna television or similar or associated service in any such district; and
WHEREAS, it has been recommended that the following Underground Utility District [District] be formed:
? 252 Corridor Park Underground Utility District (38th Street to end of Park Boulevard), as described in Exhibit A on file in the Office of the City Clerk and more particularly shown on City Engineer's Drawing No. 32613-D, a copy of which is on file in the Office of the City Clerk as Document No. R-298327; NOW THEREFORE
BE IT RESOLVED, by the City Council of the City of San Diego, as follows:
1. Notice is hereby given that a public hearing will be held by the Council of the City of San Diego on September 30, 2003, at the hour of 10:00 a.m., in the Council Chambers of the City Administration Building, 202 C Street, San Diego, California, to determine whether the public health, safety, or general welfare requires the removal of poles, overhead wires, and associated overhead structures and the underground installation of wires and facilities for supplying electric, communication, community antenna television or similar or associated service in the District described above.
2. At the hearing, all persons interested shall be given an opportunity to be heard and the hearing may be continued from time to time as may be determined by the City Council. The decision of the City Council as to the formation of of the District as described above shall be final and conclusive.
3. The City Manager shall notify all affected persons as defined in Chapter VI, Article 1, Division 5 of the San Diego Municipal Code and each utility company concerned of the time and place of the hearing by hearing by following the procedure set forth in Chapter VI, Article 1, Division 5 of the San Diego Municipal Code.
