NOTICE OF PRELIMINARY DECISION BY THE
SAN DIEGO COUNTY AIR POLLUTION CONTROL DISTRICT
TO ISSUE A RENEWAL FEDERAL TITLE V OPERATING PERMIT

Notice is hereby given that, in accordance with Regulation XIV - Title V Operating Permits of the San Diego Air Pollution Control District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to approve application APCD2007-APP- 985986 for a renewal of federal Title V Operating Permit APCD2003-PTO-974488 for Cabrillo Power I, a power facility located at 4600 Carlsbad Boulevard, Carlsbad, CA 92008.

The District performed an evaluation of the air pollution impacts of this proposal. The equipment is expected to operate in compliance with all applicable District Rules and Regulations and all applicable federal requirements. The proposed Title V Operating Permit incorporates conditions necessary to ensure compliance with all federal and District requirements. The facility is currently operating in compliance with District requirements.

The District is seeking comments on the renewal of the Title V Operating Permit for this facility. Written comments concerning the District's proposed action may be submitted for a period of 30 days, commencing on September 17, 2013, and ending on October 17, 2013. Please direct your comments to the attention of Melissa Adams, Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131. Documents relating to the proposed action are available for public review at this address or on the District's website at

The County of San Diego, Owner, invites sealed bids for SHERIFF'S DEFENSIVE TACTICS BUILDING; ORACLE PROJECT NO. 1012261; BID No. 6149

Sealed bids will be received at the Office of Purchasing and Contracting, Front Desk (where it will be time stamped to indicate time of receipt) 5560 Overland Avenue, Suite 270, San Diego, CA, 92123-1294, until 2:00 p.m. on October 3, 2013, at which time they will be publicly opened and read aloud. NOTICE OF REQUEST FOR STATEMENTS OF
QUALIFICATIONS FOR
MATERIAL INSPECTION/TESTING AND GEOTECHNICAL ENGINEERING
CONSULTING SERVICES ON AN AS-NEEDED BASIS
(RFSQ 6161)


The County of San Diego Department of Public Works invites qualified Consultants to submit a Statement of Qualifications (SOQ) to provide Material Inspection/Testing and Geotechnical Engineering Consulting Services on an As-Needed Basis For Non-Federally Funded Projects. Projects are public works and subject to prevailing wage requirements. Consultant will be required to provide material inspection and testing services during design and/or construction phase(s) of various projects. Consultant shall collect field samples and perform field and laboratory testing to verify conformance with project design and/or construction specifications. Report preparation, test summaries, and timely turnaround for test results are also required. The County may award up to three contracts from this Qualifications Based Selection. Awarded contracts shall not exceed $500,000 per year for a term of up to three (3) years each. Specific work will be assigned via task order. Actual execution of task orders will be at the sole discretion of the County.
