PUBLIC NOTICE OF THE PREPARATION OF AN
ENVIRONMENTAL IMPACT REPORT AND
AN ENVIRONMENTAL IMPACT REPORT SCOPING MEETING

PUBLIC NOTICE: The Valley Center - Pauma Unified School District as the Lead Agency has determined that the project described below will require the preparation of an Environmental Impact Report (EIR) in compliance with the California Environmental Quality Act (CEQA). This Notice of Preparation of a project EIR and Scoping Meeting was publicly noticed and distributed on September 18, 2013. This notice was published in the SAN DIEGO DAILY TRANSCRIPT.

SCOPING MEETING: A public scoping meeting will be held by the Valley Center - Pauma Unified School District on Thursday, October 3, 2013, beginning at 4:00 PM and running no later than 5:30 PM at the Valley Center - Pauma School District Offices, Building P-17. Please note that depending on the number of attendees, the meeting could end earlier than 5:30 PM. Verbal and written comments regarding the scope and alternatives of the proposed EIR will be accepted at the meeting.

Responsible agencies are requested to indicate their statutory responsibilities in connection with this project when responding. An EIR incorporating public input will then be prepared and distributed for the public to review and comment.

PROJECT NAME: VALLEY CENTER - PAUMA UNIFIED SCHOOL DISTRICT SPORTS FIELD PROJECT

PROJECT DESCRIPTION
: The project proposes development of a multi-use turf sports field in the southeastern quadrant of Cole Grade Road and Valley Center School Road on a 1.9-acre site (within APN 188-240-1800) owned by the Valley Center - Pauma Unified School District (28741 Cole Grade Road, Valley Center, CA). The project site is characterized as flat, vacant, previously developed land. Site access is provided off Valley Center School Road. The sports field would be developed as a single field. Development of the sports field would require minor surface grading to level and even the field area; and turf and an irrigation system would be installed. Portable and moveable benches and/or bleachers would be used for participants and spectators. The sports field area would be fenced. The sports field would be used during daylight hours and would not be lighted. Parking for the sports field would be provided in existing school district lots located off Valley Center School Road.

The sports field is intended for use by the Valley Center - Pauma Unified School District for youth sports to include soccer, lacrosse, and other sports. The Valley Center - Pauma Unified School District is the Lead Agency for the project. The project requires approval by the Valley Center - Pauma Unified School District Board of Trustees.

Recommended Finding: Pursuant to Section 15060(d) of the CEQA Guidelines, it appears that the proposed project may result in significant impacts in the following areas: Aesthetics, Air Quality/Greenhouse Gas Emissions, Biological Resources, Cultural Resources (including Historical Resources, Archaeological Resources, and Paleontological Resources), Geology/Soils, Hazards and Hazardous Materials, Hydrology/Water Quality, Land Use/Planning, Noise, Public Services, Recreation, and Transportation/Traffic. These issues will be addressed in the Environmental Impact Report.

However, we have not made a formal determination that actual exposure levels are below the Proposition 65 “no significant risk” levels for carcinogens or “no observable effects” levels for chemicals known to cause reproductive harm, and we have not performed a risk analysis to determine the precise amount of exposure that any individual would receive over a 70 year period. Proposition 65 therefore obligates us to provide this warning to potentially affected individuals.
