SCOPING MEETING: A scoping meeting will be held by the City of San Diego Land Development Review Division on Monday, September 19, 2005, from 5:30 to 7:30 pm at the Mission Valley Library, 2123 Fenton Parkway, San Diego, CA, 92108. Verbal and written comments regarding the scope and alternatives of the proposed Environmental Impact Report (EIR) will be accepted at the meeting. A draft PEIR incorporating public input will then be prepared and distributed for public review and comment.
SUBJECT: Quarry Falls: General and Mission Valley Community Plan Amendments, Specific Plan, Vesting Tentative Map, Rezone, Master Planned Development Permit, and Site Development Permit to allow for the development of an approximately 225-acre site with approximately 4,780 residential units, 603,000 square feet of retail space, 620,000 square feet of office/business park uses, 20 acres of parks, and 41 acres of open space.
The project may also require the approval of a Development Agreement. The project site is bordered on the south by Friars Road, on the north by an approximately six-acre undeveloped area within the Serra Mesa Community, on the east by Interstate 805 freeway, and on the west by Mission Center Road. The site is not included on any Government Code Listing of hazardous waste sites.

NOTICE IS HEREBY GIVEN that the City Council of the City of San Diego (the "City Council") and the Redevelopment Agency of the City of San Diego (the "Agency") will hold a joint public hearing, and the City Council will hold a concurrent public hearing, on September 20, 2005 at the hour of 10:00 A.M. or as soon thereafter as the matters can be heard, in the City Council Chambers, 12th Floor, City Administration Building, 202 C Street, San Diego, California, pursuant to the California Community Redevelopment Law (Health and Safety Code, Sections 33000, et seq.), and the San Diego Municipal Code, for the purpose of considering the proposed sale of certain property in the Centre City Redevelopment Project area to Ballpark Village LLC, a California limited liability company (the "Participant"), and a variance to the CityÕs Inclusionary Housing Ordinance as provided by Section 142.1304(c) of the Ordinance in the form of a proposed Affordable Housing Agreement.
The proposed sale of property to the Participant will be made in accordance with the California Community Redevelopment Law and pursuant to the proposed Owner Participation Agreement (including a Master Plan for development) between the Agency and the Participant subject to covenants, conditions and restrictions necessary to carry out the Redevelopment Plan for the Centre City Redevelopment Project and pursuant to the proposed Affordable Housing Agreement by and between the Agency, the Participant and the San Diego Housing Commission.
The property proposed to be sold to the Participant consists of that real property located in the Centre City area of the City of San Diego which is illustrated on the Map accompanying this Notice (the ÒAgency Sales ParcelÓ). The Agency Sales Parcel, in conjunction with real property currently owned by the Participant (two large parcels: Parcel C, bounded by 12th Avenue on the east, Imperial Avenue on the south and Park Boulevard on the northwest; and Parcel D, bounded by Imperial Avenue on the north, 11th Avenue on the east, Park Boulevard on the west and the trolley tracks and rail yards on the south), would be developed as a mixed use development with a variety of land uses, including residential, office, commercial retail and/or hotel and service uses, parking, and other uses, including a required affordable housing component to be developed by the Participant in accordance with the proposed Affordable Housing Agreement.
The joint and concurrent public hearings will be held to consider:
1.The proposed sale of the Agency Sales Parcel by the Agency to the Participant;
2. The proposed Owner Participation Agreement between the Agency and the
Participant (including a Master Plan for development); and
3. A variance to the CityÕs Inclusionary Housing Ordinance in the form of the
proposed Affordable Housing Agreement by and between the Agency, the
Participant and the San Diego Housing Commission.
The following documents are available for public inspection and copying during regular office hours (8:00 a.m. to 5:00 p.m., Monday through Friday) at the offices of the City Clerk, 202 "C" Street, City Administration Building, 2nd Floor, San Diego, California 92101 and at the offices of Centre City Development Corporation, 225 Broadway, Suite 1100, San Diego, California 92101:
1. A copy of the proposed Owner Participation Agreement.
2. A copy of the Master Plan (Attachment No. 9 of the proposed Owner
Participation Agreement).
3. A copy of the proposed Affordable Housing Agreement (Attachment No. 10 of the proposed Owner Participation Agreement).
4. A summary report which describes and specifies: a. The costs to be incurred by the Agency under the proposed Owner
Participation Agreement;
b. The estimated value of the interest to be conveyed by the Agency pursu ant to the proposed Owner Participation Agreement determined at the highest and best uses permitted under the Centre City Redevelopment Plan;
c. The estimated value of the interest to be conveyed by the Agency at the use and with the conditions, covenants and development costs required by the sale;
d. The compensation to be paid to the Agency by the proposed transaction;
e. An explanation of the difference, if any, between the compensation to be paid to the Agency by the proposed transaction, and the fair market value at the highest and best use consistent with the Centre City Redevelop ment Plan; and
f. An explanation of why the sale and development of the Agency Sales Par cel will assist with the elimination of blight.
5. Copies of the proposed Final Addendum to SEIR, the SEIR and MEIR.
As the agency responsible for carrying out the Redevelopment Plan for the Centre City Redevelopment Project, the Agency has previously prepared, and the Agency (Resolution No. 2081) and City Council (Resolution No. 279875) have certified, the Final Master Environmental Impact Report for the Centre City Redevelopment Project (the "MEIR"). In order to further evaluate the possible environmental effects of implementation activities in the Redevelopment Project, the Agency has prepared, and the Agency (Resolution No. 3063) and the City Council (Resolution No. 292369) have certified, on October 26, 1999, the Final Subsequent Environmental Impact Report to the MEIR for the Centre City Redevelopment Project and Addressing the Centre City Community Plan and Related Documents for the Proposed Ballpark and Ancillary Development Projects, and Associated Plan Amendments (the "SEIR"). The sale of the Agency Sales Parcel and the redevelopment contemplated pursuant to the proposed Owner Participation Agreement is a redevelopment implementation activity whose environmental impacts are assessed in the MEIR, as supplemented by the SEIR (collectively, the ÒMEIR/SEIRÓ), and encompassed within the certifications, findings and approvals of the above referenced resolutions of the Agency and City Council. Further, in connection with its consideration of the proposed Owner Participation Agreement (including the Master Plan and Affordable Housing Agreement), the Agency has prepared an Addendum to the SEIR to determine if the development thereunder will have additional significant effects on the environment to those covered in the MEIR/SEIR. The Addendum to SEIR will be considered by the City Council and Agency at the time of the joint public hearing on the Owner Participation Agreement (including the Master Plan and Affordable Housing Agreement) and by the City Council at the time of the concurrent public hearing on the variance to the CityÕs Inclusionary Housing Ordinance pursuant to Section 142.1304(c) of the Ordinance.
At any time before the date and time set forth above for the joint public hearing by the City Council and Agency and the concurrent public hearing by the City Council, any written comments on or objections to the proposed Agreements or to the proposed sale of the property or to the variance may be filed with the City Clerk. Comments may also be submitted during such period on the summary report and other documents referred to in this Notice. All persons wishing to question, comment, object to, or be heard on such matters at the joint and concurrent public hearings will be given an opportunity to appear and be so heard. If you challenge the approval of the proposed Agreements or the variance, or any of the matters related thereto as referred to in this Notice, you may be limited to raising only those issues addressed at the hearing described in this Notice or in written correspondence delivered to the City Clerk at, or prior to, the hearing.

PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:
Matter of the appeal by Marc D. Lindshield, Chairman of Lake Hodges Community Planning Group, of the decision of the Planning Commission in approving an application to construct a 990-foot long, 12-foot wide pedestrian/bicycle bridge and related trail connections across Lake Hodges linking the Lake Hodges North Shore Trail with the Bernardo Bay trail staging area and Piedras Pintadas Trail with the following recommendation and permit modification: 1. Encourage 24 hour access of the bridge as this is a federally funded transportation corridor and is replacing other 24 hour access, therefore it should be maintained; and; 2. Condition No. 16 be modified to allow for the lighting on the bridge to match the times of opening. The project site is located approximately 1,000 feet west of Interstate 15 and north of West Bernardo Drive.
The decision of the City Council is final.
