QUALIFICATIONS/PROPOSALS FOR PROFESSIONAL CONSULTANT SERVICES FOR THE PALM AVENUE MIXED USE & COMMERCIAL
CORRIDOR MASTER PLAN PROJECT

The City of Imperial Beach is seeking professional consultant services to prepare streetscape improvement plans and the required environmental review document necessary for implementation of the Palm Avenue/State Route 75 Mixed Use & Commercial Corridor Master Plan (the “Master Plan”). This Master Plan, which will be funded primarily by a SANDAG Smart Growth Incentive Program Grant, is intended to design and implement streetscape and public right-of-way improvements along the City's primary commercial and transit corridor to transform the corridor into the City's “main street” by promoting pedestrian, bicycle, transit and vehicular traffic safety improvements and by encouraging commercial, retail and mixed use development aimed at facilitating environmentally sound smart growth principles. The primary professional services the City is seeking to carry out this effort will include civil engineering, landscape architecture, urban design, and environmental planning. The City will utilize the services of its on-call Traffic Engineer, KOA Corporation, for the traffic engineering services required for this project.

NOTICE IS HEREBY GIVEN that Southwestern Community College District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the “DISTRICT” will receive up to, but no later than 3:00 PM of the 22nd day of October, 2013, for RFP No. 1314-1000R, for the award of a contract for the Southwestern College Photovoltaic Solar Electric Generating Systems and Services, for as much as approximately 3.5 megawatts of PV capacity. RFP’s shall be addressed to Priya Jerome, Director of Procurement, Central Services and Risk Management and received at the office of Southwestern College Purchasing, Central Services and Risk Management Office, Building 1650, Room 1651, located at 900 Otay Lakes Road, Chula Vista, CA 91910.

RFP documents will be available on or as soon as practicable after September 23, 2013. Proposers interested in obtaining RFP documents must contact Professional Reprographics at 1440 Imperial Avenue, San Diego CA. 92101 or (619) 272-5600. CD’s are available for a $10.00 fee. Documents may also be viewed and/or downloaded at no cost by visiting www.southwesterncollegeproprplanroom.com. Please note that you will need to login under your company’s name and password in order to download the plans. If you do not have a company login and/or password, please register with the site first. Obtaining copies of the RFP documents is the responsibility of the Consultant and any costs are non-refundable. Consultants are also responsible for checking the website noted above for any addenda that may be posted.

This Project is being procured by the District pursuant to Section 4217.10 et seq. of the California Government Code (“Section 4217.10”). As this Project is not being hard bid pursuant to the California Public Contract Code, award shall not be made to the lowest bidder but rather to the Proposer selected utilizing the criteria set forth in the RFP and in accordance with Section 4217.10.

Each Proposer shall be a licensed consultant pursuant to the California Business and Professions Code Section 7028.15 and Public Contract Code Section 3300, and shall be licensed in the following classification as required by the scope of work required in the above called out RFP package:
(A) General Contractor License and C-10: Electrical Contractor License,
(B) OR General Engineering License and C-10: Electrical Contractor License.
(C) It is acceptable for a Respondent that does not possess a C-10: Electrical
Contractor License to list a Subcontractor with C-10: Electrical Contractor
License.
(D) A C-46: Solar Contractor License is desired but not mandatory.
Any Proposer not licensed at the time of the RFP opening will be rejected as non-responsive.

Pursuant to Section 1720.6 and Section 1771 of the Labor Code, the Project is subject to the payment of prevailing wages. The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful Proposer, copies of which are on file and will be made available to any interested party upon request at the District offices or at or online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful Respondent at the job site. The successful Proposer and all subcontractors under it, shall comply with all applicable laws and regulations, including but not limited to, the Labor Code provisions, which include hours of work, overtime and the employment of apprentices.

Pursuant to Public Contract Code Section 22300, the successful Proposer may substitute certain securities for funds withheld by the District.

The successful Proposer will be required to furnish the District with a Payment and a Performance Bond equal to 100% of the Design-Build Contract price, prior to execution of the Design-Build Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120. Proposals shall include the cost of obtaining such bonds.

Proposers shall execute the “Non-Collusion Declaration” and the Iran Contracting Act Certification attached to the RFP as Exhibit C.

A MANDATORY Proposer’s Conference will be held at Southwestern College’s Chula Vista campus. All interested Proposers are required to meet in Parking Lot B on Friday, September 27th, 2013 at 10:00 A.M. for the purpose of acquainting all prospective Proposers with the RFP documents and holding site walks on the campus. Please note that a parking pass must be obtained from one of the parking lot ticket machines on campus.

No Proposer may withdraw his or her RFP for a period of ninety (90) days after the date set for the opening of RFP’s.

Notice is hereby given that the San Diego County Water Authority (Water Authority) is seeking proposals from qualified firms for professional services to conduct workshops for its WaterSmart Landscape Makeover Series at multiple locations throughout the Water Authority's service area.

Proposals must be received by the Water Authority, on or before 5:30 p.m. on Tuesday, October 15, 2013. The solicitation document may be viewed upon registration with The Network, The Water Authority's free online vendor system at www.sdcwa.org/register.html.

A pre-proposal meeting will be held on Tuesday, October 1, 2013 at 2:00 p.m. in the Water Authority Board Room located at 4677 Overland Avenue, San Diego, CA 92123.
