NOTICE IS HEREBY GIVEN that the San Diego City Council will consider recommendations for proposed amendments to the Housing Impact Fee program (San Diego Municipal Code section 98.0601 et seq.). The proposed amendment will update the fees charged for all new commercial development which in turn finance the creation of affordable housing opportunities in the City of San Diego. The proposed amendment provides for updated fee levels based on a percentage of current construction costs. The proposed amendment also provides that the revenue levels will be updated annually on a ministerial basis by the Housing Commission according to a construction cost index. The proposal will update the program to align with recent changes to State law, dissolving the California Enterprise Zone program, beginning in 2014. Finally, the proposal includes changing the name of the program to the “Workforce Housing Offset” program.

Notice is further given that at said hearing all interested parties will have an opportunity to express support or opposition to this issue. Those unable to attend the hearing may write a letter to the City Council, Attention: Mr. Colin Parent, San Diego Housing Commission, 1122 Broadway, Suite 300, San Diego, California, 92101, or emailed to workforcehousingoffset@sdhc.org.

* Unless otherwise noticed or stated on the record at the hearing, if an ordinance is approved and introduced by the City Council, it will automatically be scheduled for a hearing by the City Council for final passage at 10:00 a.m. on the Tuesday two weeks after the subject hearing.

The decision of the City Council is final.

COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

Silvergate Bank intends to file a Community Reinvestment Act Strategic Plan with the Federal Reserve Bank of San Francisco no later than thirty (30) days from the date of this notice. The proposed plan is available for public inspection from 9 AM- 5 PM Monday-Friday at 4275 Executive Square, Suite 800, La Jolla, CA 92037.

Upon verbal request, Silvergate Bank will mail a copy of the proposed plan to any interested party. These requests should be directed to Michelle Sabins at (858) 362-6329.
