NOTICE IS HEREBY GIVEN that Cajon Valley Union School District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT will receive up to, but not later than two o'clock p.m. the 25th day of October, 2006 sealed bids for the award of a contract for

Bids shall be received in the BOARD ROOM of the CAJON VALLEY UNION SCHOOL DISTRICT located at 189 Roanoke, El Cajon, CA 92022 and shall be opened and publicly read aloud at the above stated time and place.
A job walk will be held on Thursday, October 12, beginning at 10:00 A.M., Cajon Valley Middle School, 395 Ballantyne, El Cajon, 92020 for the purpose of acquainting all prospective bidders with the bid documents and the work site. It is imperative that all bidders attend this conference. Bidders are to meet on the Park Avenue side of the school by the Multi Purpose Building. Bidders are to park on the street, not on school property.
Contractors submitting a bid over $1 million dollars must be pre-qualified in the amount of their submitted bid in accordance with Public Contract Code 20111.5. Completed pre-qualified forms for this project in this case must be submitted by 3:00 p.m., October 17, 2006. Contractors will be notified of their pre-qualified rating as soon as possible, but at least one day prior to the bid due date or October 24, 2006. Pre-qualification packages are available on the web page for the Purchasing Department: under Departments, Purchasing, Pre-Qualification Pkg and must be returned in a confidential envelope to Susan Olinger, Director of Purchasing & Warehousing, Cajon Valley Union School District, 535 Vernon Way, El Cajon, CA 92020.

Each bid must conform and be responsive to the contract documents. Bid packages and plans may be picked at Mayer Reprographics, 1065 University Avenue, San Diego, CA 92103, (619) 295-4112 for a deposit of $300.00 per set of bid package and plans.
Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.
Cajon Valley Union School District will require a payment bond issued by an admitted surety approved to conduct business in the State of California in the form set forth in the contract documents from the successful bidder regardless of the contract amount.
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder. It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract. This contract is not subject to a labor compliance program, as described in subdivision (b) of Section 1771.5 of the Labor Code
Minority, women, and disabled veteran contractors are encouraged to submit bids , three percent (3%) participation is encouraged. Bidders are encouraged to publish ads in a trade paper and DVBE focus paper as a good faith effort and provide any documentation with their bid.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed as B-General Contractor.
No bidder may withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.
