The County of San Diego, Owner, invites qualified Contractors to submit Statements of Qualifications (SOQ) to ESTABLISH A PRE-QUALIFIED LIST OF CONTRACTORS TO PERFORM EMERGENCY REPAIRS AND/OR CONSTRUCTION SERVICES; (RFSQ 3312).
Submittals will be received at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, California, 92131, until 4:00 p.m. on OCTOBER 2, 2008. No pre-qualification conference is scheduled for this procurement. Contractor license requirement shall be Classification A, General Engineering Contractor. The County intends to award contracts from pre-qualified lists immediately following disasters, accidents or other events which threaten, damage or destroy public facilities. It is the County's intent to establish seven (7) pre-qualified lists of various areas of expertise. Contractors must demonstrate expertise in one or more of the seven (7) areas (see County Buynet site for details). Contractors will be required to maintain bonding capacity as specified in the RFSQ. Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 1:00 P.M. on October 29, 2008 for:

Phase 4 Group 6 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 29 dwelling units located on 14 residential properties.
Sound attenuation improvements may include, but are not be limited to, replacement of windows and exterior doors, adding storm windows, added insulation and improvements to add air conditioning, ventilation, and electrical systems.
The project may include special treatment for historically significant structures.
The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases may require temporary weatherproof closures.
The magnitude of this work is in the range of $ 1,140,615.00. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted.
Bids will be opened in public immediately following the time for receipt referenced above, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A prebid conference will be conducted at 1:00 P.M. on October 8, 2008, in the Air CAL Conference Room, San Diego, California. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority's representative will be present at the prebid conference to receive questions. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
