NOTICE OF PRELIMINARY DECISION
BY THE SAN DIEGO COUNTY AIR POLLUTION CONTROL DISTRICT
TO APPROVE A FEDERAL TITLE V OPERATING PERMIT

Notice is hereby given that, in accordance with Regulation XIV - Title V Operating Permits, of the San Diego County Air Pollution Control District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to take action on Application No. APCD2010-APP-001247 for a federal Title V Operating Permit. The Title V Operating Permit will be issued to the Otay Mesa Generating Center, located at 606 De La Fuente Court in San Diego, CA (Permit to Operate Nos. APCD2011-PTO-000947 and APCD2011-PTO-000948).

The proposed Title V Operating Permit incorporates conditions necessary to ensure compliance with all applicable federal and District requirements. The draft Statement of Basis contains an evaluation on how this facility will comply with all applicable rule and regulations. The proposed Title V Permit and draft Statement of Basis may be viewed on the District's website at
http://www.sdapcd.org/homepage/public_part/notices/notices.html, or at the District's office at 10124 Old Grove Road, San Diego, CA 92131.

The District is seeking comments on this proposed action. Written comments concerning the District's proposed action may be submitted for a period of 30 days, commencing on September 30, 2013, and ending on October 30, 2013. NOTICE OF REQUEST FOR STATEMENTS OF
QUALIFICATIONS FOR
MATERIAL INSPECTION/TESTING AND GEOTECHNICAL ENGINEERING
CONSULTING SERVICES ON AN AS-NEEDED BASIS
(RFSQ 6161)


The County of San Diego Department of Public Works invites qualified Consultants to submit a Statement of Qualifications (SOQ) to provide Material Inspection/Testing and Geotechnical Engineering Consulting Services on an As-Needed Basis For Non-Federally Funded Projects. Projects are public works and subject to prevailing wage requirements. Consultant will be required to provide material inspection and testing services during design and/or construction phase(s) of various projects. Consultant shall collect field samples and perform field and laboratory testing to verify conformance with project design and/or construction specifications. Report preparation, test summaries, and timely turnaround for test results are also required. The County may award up to three contracts from this Qualifications Based Selection. Awarded contracts shall not exceed $500,000 per year for a term of up to three (3) years each. Specific work will be assigned via task order. Actual execution of task orders will be at the sole discretion of the County.
