NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND
RECORD OF DECISION

The Federal Aviation Administration has announced that a “Finding of No Significant Impact” (FONSI) and Record of Decision (ROD) has been approved based upon results of a Final Environmental Assessment (EA) completed September 5, 2013. The proposed project is for Northside Improvements at San Diego International Airport, San Diego, San Diego County, California. The following project is addressed by the FONSI ROD:

-- Reconfiguration of proposed general aviation and fixed base operator facilities;
-- Air cargo warehouse facilities and associated improvements;
-- Consolidated rental car center;
-- Reconfiguration of SAN Park Pacific Highway surface parking facility;
-- Terminal link roadway;
-- Construction of northside circulation access road from Sassafras/Pacific
Highway intersection;
-- Receiving and distribution center;
-- Storm drain force main and outfall; and
-- Utilities improvements.

The FONSI ROD indicates that the proposed action is consistent with existing environmental policies and objectives as set forth in the National Environmental Policy Act of 1969 in that it will not significantly affect the quality of the human environment.

PROJECT DESCRIPTION: The project is a Major Use Permit Modification to a previously approved, un-built, unmanned telecommunications facility. The project is being modified to support an additional carrier (AT&T) and consists of increasing the height of the previously approved mono-pine by 10-feet to a total height of 60-feet, adding a new equipment enclosure, and adding 12 panel antennas. The Verizon antennas approved under P11-023W1 will be raised to a height of 55-feet and the new AT&T antennas will be placed at a height of 44-feet. The site is subject to the General Plan Land Use Designation Public/Semi-Public Facilities and Zoning for the site is Limited Agricultural (A70).

LOCATION: 18535 Aliso Canyon Road, in the San Dieguito Community Plan area, within unincorporated San Diego County, APN 265-270-78.

ENVIRONMENTAL STATUS: It is recommended that the proposal be determined to be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the project involves installation of small, new equipment and facilities in small structures. It has been determined that the project is not in an environmentally sensitive location; will not have a cumulative effect on the environment, is not on a hazardous waste site; will not cause substantial change in the significance of a historical resource; and will not result in damage to a scenic highway.

PROJECT DESCRIPTION: The applicant is proposing an amendment to the Rancho San Diego Specific Plan and a Major Use Permit Modification to remove a restriction that an existing office building can only be used as offices and to allow additional commercial uses that would be consistent with the existing C36 (General Commercial) zone. This request would only apply to the vacant office building nearest Jamacha Road. Additional language would be added to the Rancho San Diego Specific Plan explaining the changes to the commercial uses. The site is subject to the Village General Plan Regional Category with Land Use Designations of Specific Plan Area and Open Space (Conservation). Access is provided by two existing private driveways connecting to Willow Glen Drive. The project includes the installation of a vegetated swale to treat stormwater runoff. No physical changes to the existing structures are proposed at this time.

LOCATION: 3777 Willow Glen Drive in the Valle de Oro Community Plan area within unincorporated San Diego County.

ENVIRONMENTAL STATUS: The project will rely on a previously adopted Mitigated Negative Declaration dated March 24, 1992 and Addendum thereto dated July 29, 2013 on file with PDS as Environmental Review Number PDS2012-3910-9819005A.

PROJECT DESCRIPTION: The applicant requests a Revised Tentative Map which would waive the requirements for undergrounding of existing utilities. The applicant requests a waiver from the conditions that requires undergrounding of existing facilities along the project frontage. The applicant instead proposes to relocate the two existing utility poles along the western side of Riverview Avenue. All new onsite utilities would be undergrounded. The Revised Tentative Map does not propose any changes to the layout of the previously approved Tentative Map.

LOCATION: The site is located at 9702 Riverview Avenue, south of Highway 67 and west of Wintergardens Boulevard in the Lakeside Community Plan area, within unincorporated San Diego County (APN 382-060-03, 04, 05, 06, 11, 12).

ENVIRONMENTAL STATUS: The Planning Commission adopted the CEQA §15183 Exemption Findings on July 20, 2012 (Agenda Item #7). Environmental Findings for Riverview Courts Tentative Map Revised Map, PDS2013-TM-5336R were prepared for the consideration of this Revised Map. It was determined that no substantial changes are proposed in the project which would eliminate the ability to rely on the findings documented in the §15183 Exemption Checklist prepared for TM 5536.
