Notice is hereby given that the General Services & Procurement Department, General Services Building, First Floor, of the San Diego Unified Port District will receive electronic bids at 1400 Tidelands Avenue, National City, California, until 2:00 P.M. on the 7TH day of OCTOBER_ 2013 for:

BROADWAY PIER SURFACE ENHANCEMENTS
AND SECURITY FENCE AND GATE SYSTEM
SAN DIEGO, CALIFORNIA

The Work Includes: Furnish all labor, materials and equipment, in accordance with the contract documents, as necessary to complete the demolition of an existing fence, supply and installation of site furnishings and site improvements, and other miscellaneous work. The site furnishings include tables and chairs, umbrellas, lounge chairs, lounge tables, trash and recycle receptacles, planters, bench seating, and flag poles. The site improvements include installation of brass history signs embedded into the existing concrete deck, maps of District Tidelands created by etching / sand blasting into the existing concrete deck, security fencing and gates; electrical installations; and site lighting.

It is intended that the work be complete in every respect under the Contract Documents, including but not limited to completion of punch list activities, and such items or details not mentioned above that are required by the Contract Documents shall be furnished, performed, placed, constructed, or installed by the Contractor.

The total contract duration is 200 calendar days. In lieu of an engineer's estimate, a Control Amount pre-determined by the District for this project will be disclosed at the Bid Opening before the first bid opens. The Control Amount will be used to determine the low bidder.

The bidder must possess a valid California State Contractors License, Classification B at the time the contract is submitted.

Bids will be opened in public at or about that hour at 1400 Tidelands Avenue, National City, California, all as more particularly contained in Document No. 60730 on file in the office of the Clerk of the District. No Bidder may withdraw a bid after the date set for bid opening.

Bidder shall submit their original Bid Proposal Package to the General Services & Procurement Department, 1400 Tidelands Avenue, National City, California 91950 within the date stated on the Contract Documents page after electronic bidding (See Section 4.0, Instruction to Bidders).

A pre-bid conference will be conducted at 10:00 a.m. on September 19, 2013, at The Port Pavilion on Broadway Pier - 1000 N. Harbor Dr., San Diego, California, 92101. The District's representative will be present at the pre-bid conference to receive questions. At the end of the conference, interested parties may visit the job site or, if indicated in the Supplementary Requirements, make an appointment to visit the site. Submission of a Bid Proposal Package shall be evidence that the bidder has visited the jobsite and is satisfied with the conditions to be encountered if awarded the contract.

Questions or comments regarding this specification must be submitted electronically to our eBid system where the specification was downloaded and must be received by District no later than September 25, 2013, at 10:00 a.m. Questions received after the date stated here will not be accepted. Emails and faxes will not be accepted. Responses from District will be communicated via the electronic eBid system to all recipients of this specification.

In accordance with the provisions of the California State Labor Code, the District has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the General Services & Procurement Department of the San Diego Unified Port District.

It is the policy of the San Diego Unified Port District that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. Certified SBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.

Award of the contract, if made, will be within 120 calendar days after bid opening date. A bid guarantee in accordance with Subsection 5.6.2 of the General Condition is required with submission of a bid. No Bidder may withdraw a bid after the date set for bid opening.

Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.

Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Subsection 5.6.1, “Contractor's Insurance,” of the Section 5.0, General Condition.

A Notification Regarding Environmental Conditions has been included as Exhibit A in the project specifications. This notification will serve as the District's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration.

In the public interest, the District reserves the right to reject any or all bids, or to waive any informality in a bid.

DHS SECURITY GRANT ROUND 11 - ADMINISTRATION
BUILDING ACCESS CONTROL ENHANCEMENT
SAN DIEGO, CALIFORNIA

This project provides security enhancements to the second through seventh floor metal framed solid wood stairwell doors and the Annex aluminum framed glass double doors entrance to the Public Art Department. The work includes: door frame modifications; installation of door hardware, demolition and replacement of wall board and plaster wall sections; replacing wall texture to match existing textures; priming and painting to match existing walls; installation of five new proximity card readers with keypads; relocation of one existing proximity card reader with keypad; system configuration; installation of magnetic door position sensors; installation of conduit and cables; and ancillary components required for the second through seventh floor of the Administration Building, and for the Annex double doors entrance to the Public Art Department. Work includes all electrical systems, and connections to the fire alarm, emergency power systems, and existing access control system as necessary to support the operation of the card access control system.

The Engineer's Construction estimate for this work is $50,000.00.

The bidder must possess a valid California State Contractors License, Classification B at the time the contract is submitted.

Under the U.S. Department of Homeland Security, Federal Government is providing a grant for the work. The Contractor will be required to pay either California Prevailing Wage or U.S. Labor Wages (Davis-Bacon) Rates, whichever is greater.
