The City of Del Mar, OWNER, invites sealed bids for:

2013 WATER AND SEWER CIP

The City of Del Mar seeks a bid from qualified contractor for construction of the 2013 Water and Sewer CIP. The work generally consists of replacing, abandoning and installing new water and sewer facilities at various location in the City of Del Mar. Work item includes, but are not limited to, traffic control, implementation and maintenance of best management practices, removal and replacement of water valves, removal and replacement of water services, installation of new water valves, handling and disposal of asbestos cement pipe, removal and replacement of new 6” PVC water main and appurtenances, installation of new 6” PVC water main, removal and replacement of sewer cleanouts, removal and replacement of interior sewer manhole lining, removal and replacement of internal sewer manhole drops, connections to existing sewer manholes, rechanneling of sewer manholes, and installation of new sewer mains. Work also includes replacement of existing paint and thermoplastic striping, pavement, concrete curb, gutter and driveways, pavement markings and affected traffic detector loops and other items of work not mentioned that are required by the contract documents.

PRE-BID MEETING:
A mandatory Pre-Bid Meeting will be held on September 11th, 2013 from 8:00 AM to 10:00 AM at Del Mar City Hall Annex on 235 11th Street, Del Mar, CA 92014. Bids will be accepted only from Bidders that attended the Pre-Bid Meeting. Site visits to the Crest Canyon Pipeline Repairs Project and 8” Welded Steel Pipe Replacement, 20th Street Project will immediately follow the Pre-Bid Meeting.

RECEIPT AND OPENING OF PROPOSALS: Sealed proposals will be received at the office of the City Clerk, City of Del Mar, located at 1050 Camino Del Mar, Del Mar, California, until 2:00 p.m., September 24, 2013, at which time they will be publicly opened and read aloud at said office. Mailed bids will be addressed to: City Clerk at 1050 Camino Del Mar, Del Mar, California 92014 and must be received by bid closing. Bids shall be submitted to in sealed envelopes marked on the outside, "SEALED BID FOR THE 2013 WATER AND SEWER CIP - DO NOT OPEN WITH REGULAR MAIL”

BID SECURITY: Bid Security shall accompany the bid in the form of a certified or cashier's check, or a Bid Bond made payable to the OWNER in the amount of ten percent of the total bid amount.

PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to furnish a Payment Bond made payable to the OWNER in the amount of fifty percent, and a Performance Bond made payable to the OWNER in the amount of one hundred percent of the contract amount.

WAGE RATES: Prevailing wage rate for the locality in which the WORK is to be performed and the construction activity applies to this contract. Not less than these rates shall be paid to all workers employed on the project.

CONTRACTOR'S LICENSING LAWS: Attention is directed to the CONTRACTOR's License Law concerning the licensing of CONTRACTORS. CONTRACTORS are required to be licensed and regulated by the CONTRACTOR's State License Board. CONTRACTOR shall also obtain a City of Del Mar business license. CONTRACTOR is required to be licensed under the classification of GENERAL ENGINEERING CONTRACTING, CLASS A as of the date of submittal of the bid documents and shall maintain such license until final acceptance of the work.

PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to Joe Bride, Deputy Public Works Director, for the project listed. It shall be understood, however that no specification interpretations will be made by telephone. Questions shall be in writing and must be delivered at least ten (10) days prior to the date fixed for the opening bids to 2240 Jimmy Durante Boulevard by hand, email to jbride@delmar.ca.us or by FAX addressed to the Public Works Deputy Director at (858) 481-0254.

FOR THE 2014 WATER FACILITIES MASTER PLAN UPDATE

The Otay Water District (District) will require the professional services of an engineering and environmental planning firm for completion of the 2014 Water Facilities Master Plan Update (Project). The Project includes a comprehensive potable water and recycled water master plan, supplemental environmental impact report, and preliminary asset condition assessment. The general scope of work for the Project includes, but is not limited to, the following:

-- Research, analyze, and compile Data
-- Prepare Population and Water Demand Projections
-- Prepare Land Use Projections
-- Construct and Operate GIS Synchronized Water Models
-- Prepare detailed Capital Improvement Plan
-- Document all Work in the 2014 Water Master Plan Update Report
-- Prepare Supplemental Environmental Impact Report
-- Prepare Preliminary Asset Management Data

Interested candidates are required to e-mail a Letter of Interest (LOI) and a Statement of Qualifications (SOQ) to Kevin Schmidt, P.E., at kevin.schmidt@otaywater.gov no later than Monday, September 16, 2013. RFP materials will be e-mailed to qualified firms within two business days after confirmed reception of LOI and SOQ via e-mail. If a firm has submitted a SOQ to the District within the calendar year and the qualifications remain current and accurate, then only a Letter of Interest is required.
