This is the City of San Diego’s (City) first step (in a 1-step process) in the selection process to provide Design-Build services for the Pioneer Park and Comfort Station ADA Upgrades Design-Build Contract (Project).  The Design-Builders shall disregard references to RFQ and SOQ documents in this RFP.

DESCRIPTION OF WORK:
 
Work and Services required of the Design-Builder include those during design, construction, of the Project. The Design-Builder shall provide all management, supervision, labor, services, equipment, tools, supplies, temporary facilities, and any other item of every kind and description required for the complete design and construction of the Project, as described in Attachment A.
 
LICENSE CLASSIFICATION:  
In accordance with the provisions of California Law, the successful construction entity must possess a valid Class “B” license at the time that a proposal is ultimately submitted for this project. In addition, all contractors, including subcontractors will be required to secure a City of San Diego license for the work contemplated.

As a property owner, tenant or person who has requested notice, you should know that the Planning Commission will hold a public hearing to approve, conditionally approve, or deny an application for a Site Development Permit (Historic Resources) to facilitate City Council action to prioritize and form an undergrounding utility district which would allow San Diego Gas & Electric (SDG&E) to construct an Underground Utility System pursuant to the franchise agreement. The underground utility district and future undergrounding work would be located in an area known to contain significant historical/archaeological resources and is also within the boundary of previously recorded archaeological sites. A Mitigated Negative Declaration No. 216751/SCH-2012101014, has been prepared for the project. The area is located within the La Jolla Shores Planned District and the La Jolla Community Plan area and bound by La Jolla Shores Drive and the row of homes immediately east of the road, properties adjacent to Avenida de la Playa to the south, the UCSD property adjacent to El Paseo Grande at La Jolla Shores Drive to the north and the mean high tide line/Pacific Ocean on the west. Work would occur within City right-of-way, as it crosses into various zones throughout the neighborhood including the LJSPD-SF, LJSPD-MF-1, LJSPD-MF-2, LJSPD-CC, LJSPD-V, LJSPD-PRF, and LJSPD-OP-1-1 zones, Coastal Overlay (non-appealable), and Coastal Height Limit.
The decision of the Planning Commission is final unless the project is appealed to the City Council. In order to appeal the decision of the Planning Commission you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Planning Commission before the close of the public hearing. Please do not e-mail appeals as they will not be accepted. See Information Bulletin 505 “Appeal Procedure”, available at www.sandiego.gov/development-services or in person at the office of the City Clerk, 202 "C" Street, Second Floor. The appeal must be made within 10 working days of the Planning Commission decision. If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing.
