PROJECT DESCRIPTION: The applicant requests a Major Use Permit to authorize the construction and operation of an unmanned wireless facility. The facility includes a 45-foot tall faux mono-broadleaf tree to which twelve panel antennas and 24 remote radio heads would be mounted. Associated equipment would be enclosed by a 13'2” high concrete pre-fabricated equipment shelter, which would be painted tan. Two condenser units would be located adjacent to the shelter on a concrete pad, and enclosed by an 8'-high CMU wall, painted to match the equipment shelter. The enclosure would be located immediately adjacent to the faux tree. The lease area of the project would occupy approximately 1,310 square-feet of the 37 acre parcel. The project is subject to the Rural Lands General Plan Land Use Designation (RL-40). It is zoned Limited Agricultural (A70) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.
LOCATION: The project site is located at 30352 Circle R Lane, in the Valley Center Community Plan area within unincorporated San Diego County (APN 129-390-19-00).

ENVIRONMENTAL STATUS: It is recommended that the proposal be determined to be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the applicant proposes the construction and operation of a telecommunication facility that qualifies as a small, new equipment and facilities in small structures.

PROJECT DESCRIPTION: The applicant requests a Major Use Permit Modification to change the location and design of the proposed unmanned wireless telecommunications facility. The original design, approved by the Planning Commission on December 16, 2011, consisted of the installation of eight (8) new panel antennas and one (1) new four-foot diameter microwave dish antenna mounted to an existing eighty-foot (80') high water tank that is located on the site. The Santa Fe Irrigation District is in the process of retrofitting the tank and ultimately may remove it. The modification involves a 50-foot tall faux mono-pine tree which would be located west of the existing water tank. This design involves the installation of 12-panel antennas and one 4-foot diameter microwave antenna. The equipment necessary to operate the facility would be located inside a new 8-foot tall CMU equipment enclosure with GPS antennas mounted onto the equipment enclosure, and emergency generator. A portion of the property is subject to the General Plan Regional Category Semi-Rural Residential. The remainder of the property, including where the telecommunication tower would be located, is subject to the General Plan Regional Category Public/Semi-Public Lands. Zoning for the site is Rural Residential (RR) and Limited Agricultural (A70), respectively. The project site is currently developed with ancillary facilities owned and operated by the Santa Fe Irrigation District and San Dieguito Water District. Access to the site would be provided off of Aliso Canyon Road.

LOCATION: The project site is located at 18535 Aliso Canyon Road, east of the intersection of Aliso Canyon Road and Via De Las Flores, in the San Dieguito Community Plan area within unincorporated San Diego County (APN 265-270-78-00).

NOTICE IS HEREBY GIVEN, that a meeting of the Commission is scheduled for 9:00 a.m., on February 4, 2013, in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, to consider the above referenced proposal.

The proposed sphere amendment area includes approximately 0.43-acre developed with one single-family residence located north of Broadway, east of Mollison Avenue, south of Greenfield Drive, and west of 2ND Street. (Thos. Bros. pg. 1251/H3). The minor sphere amendment is requested so that the sewer service currently provided to the residence by the City of El Cajon will continue following the associated detachment of the proposal area from the City's incorporated territory. The City will continue to provide sewer service to the proposal area by service agreement with the San Diego County Sanitation District.

State Law requires that notification of the impending amendment be published in a newspaper serving the area, and that all property owners and registered voters located in the affected territory and within 300 feet of the exterior boundary of the subject property be individually notified.

At the hearing, the Commission will hear any person who wishes to speak and will consider the application and report of the Executive Officer. The files may be examined in the LAFCO office. For further information, please call (858) 614-7755.

NOTICE IS HEREBY GIVEN, that a meeting of the Commission is scheduled for 9:00 a.m., on February 4, 2013, in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, to consider the results of a comprehensive review and analysis of the current coterminous spheres of influence for the Borrego, Cuyamaca, and Wynola California Water Districts.

The Borrego (California) Water District includes approximately 47.9 square miles in the north-easterly corner of San Diego County; the Cuyamaca (California) Water District includes approximately 0.407 square miles adjacent to Lake Cuyamaca, southeast of the unincorporated community of Julian; and the Wynola (California) Water District includes 0.401 square miles in the unincorporated east-county residential development of Wynola Estates.

At the hearing, the Commission will consider the Executive Officer's Sphere of Influence and Service Review Report for each District.
