Notice is hereby given that the San Diego Unified School District, acting by and through its governing board, will receive sealed bids for the furnishing of all labor, materials, transportation, equipment, and services to:


A mandatory site visit is scheduled for 9:00 a.m. on FEBRUARY 7, 2013 outside the main office of Dana Middle School, 1775 Chatsworth Blvd., San Diego, CA 92106. PLEASE SEE BID FOR DETAILS. (No.CC-13-0805-29)

All bids must be received at or before 1:00 p.m. on FEBRUARY 21, 2013, at the Strategic Sourcing and Contracts Department, 2351 Cardinal Lane, Bldg. M, San Diego, CA 92123, at which time bids will be publicly opened and read aloud.

The project estimate range is between $1,000,000 and $1,300,000. This is not a PSA project. The District requires that Bidders possess any of the following classification(s) of California State Contractors License(s), valid and in good standing, at the time of bid opening and contract award: B or C-39.

All late bids shall be deemed non-responsive and not opened. Each bid shall be in accordance with all terms, conditions, plans, specifications and any other documents that comprise the bid package. All bids shall be submitted on bid forms furnished by the District in the bid package that may be obtained from C2 Reprographics, 4920 Carroll Canyon Road, San Diego, CA 92121, telephone number (858) 535-0607, beginning January 29. 2013. A deposit (checks only) of $200 for each bid package is required and checks shall be made payable to the San Diego Unified School District. The deposit is refundable according to the conditions outlined in the bid package. Contractors may purchase CD’s for $50 (non-refundable check only). Bid packages will not be faxed.

As of January 1, 2012, the San Diego Unified School District will no longer administer the in-house Labor Compliance Program for all new construction projects. Prevailing wage requirements will still apply to all public works projects and must be followed per Article 18 of the General Conditions of this bid.

WAGES: The Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this public work is to be performed for each craft, classification, or type of worker needed to execute the contract. Copies of that determination are available at the District’s Labor Compliance Office for interested parties upon request; or may be found on the internet at: It shall be mandatory upon the contractor to whom this contract is awarded and upon any subcontractor under him to pay not less than the said specified rates to all laborers, workmen, and mechanics employed by them in the execution of the contract.

DISABLED VETERAN BUSINESS ENTERPRISE PARTICIPATION PROGRAM: Pursuant to Resolution In Support of Service Disabled Veterans Owned Businesses (SDVOB) and Disabled Veteran Business Enterprises (DVBE) approved on May 10, 2011 by the Board of Education, the Bidder is required to satisfy a minimum DVBE participation percentage of at least three percent (3%) for this project. In compliance with this Program, the Bidder shall satisfy all requirements enumerated in the bid package.

Each bid must be submitted on the Bid Form provided in the bid package and shall be accompanied by a satisfactory bid security in the form of either a bid bond executed by the bidder and Surety Company, or a certified or cashier's check in favor of the San Diego Unified School District, in an amount equal to ten percent (10%) of their bid value. Said bid security shall be given to guarantee that the Bidder will execute the contract as specified, within five (5) working days of notification by the District.

The District reserves the right to reject any and all bids and to waive any irregularities or informalities in any bids or in the bidding. On November 4, 2008, the voters of San Diego County passed a $2.1 billion general obligation bond measure known as Proposition S ("Prop. S") to repair, renovate and revitalize schools within the San Diego Unified School District. Subsequently, on November 6, 2012, the voters of San Diego County passed a new bond measure entitled Proposition "Z" ("Prop. Z") in the amount of $2.8 billion to fund (1) needed repairs and renovations to aging schools; (2) improvements to student health, safety and security; (3) energy efficiency renovations; (3) student technology program upgrades; and (5) projects for charter schools.

The San Diego Unified School District (the "District") is soliciting statements of qualifications and proposal (RFQ/P) from qualified firms and persons to provide supplemental support services in connection with Prop. S and Prop. Z bond projects identified by District school and staff to repair and maintain the building infrastructure as well as improve the ability to deliver the instructional program. Providing supplemental support services for a broad spectrum and scope of the bond projects requires considerable expertise and experience in public works school facilities capital improvement projects. Proposers need to demonstrate at least ten (10) years of experience as the applicant to this RFQ/P under its own federal tax identification number providing comprehensive program project and construction management services in a prime capacity in accordance with the scope of services described in this RFQ/P for K-12 public school construction programs in California. (Firms submitting as a Joint Venture must meet this ten (10) year experience requirement with its federal tax identification number as the Joint Venture, and must include a true, correct copy of the executed joint venture agreement. If not already in existence, the District requires a statement in the joint venture agreement that each individual joint venturer shall be jointly and severally liable to the District for the obligations and liabilities of the joint venture.) Firm personnel will work side by side with District staff; however, the District, or its designee, shall talk firm personnel directly on most of the work.

Based on the results of this RFQ/P, the District will award a contract(s) that is/are in the best interest of the District. Each contract(s) will be for a period of up to three years with an option to extend two additional years.

The District seeks to promote employment and business opportunities for local residents and firms on all contracts as such opportunities may occur and to the extent legally possible. Interested responders are encouraged to solicit applications for subcontracts for work associated with this document from qualified residents and firms located within District boundaries.
