NOTICE OF A PUBLIC HEARING
BY THE LOCAL AGENCY FORMATION COMMISSION
FOR A SPHERE OF INFLUENCE AND SERVICE REVIEW and
PROPOSED AFFIRMATION OF SPHERES FOR THE
MISSION RESOURCE CONSERVATION DISTRICT, RESOURCE
CONSERVATION DISTRICT OF GREATER SAN DIEGO COUNTY,
UPPER SAN LUIS REY RESOURCE CONSERVATION DISTRICT,
OCEANSIDE SMALL CRAFT HARBOR DISTRICT, and
LAKE CUYAMACA RECREATION AND PARK DISTRICT

NOTICE IS HEREBY GIVEN, that a meeting of the Commission is scheduled for 9:00 a.m., on March 4, 2013, in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, to consider the results of a comprehensive review and analysis of the current sphere of influence for the Mission Resource Conservation District (RCD), RCD of Greater San Diego County, and Upper San Luis Rey RCD; Oceanside Small Craft Harbor District; and Lake Cuyamaca Recreation and Park District.

The Mission RCD includes approximately 185.2 square miles in the San Luis Ray and Santa Margarita watershed areas in northwest San Diego County; The RCD of Greater San Diego County includes 2,889 square miles and includes all or portions of the Cities of Carlsbad, Del Mar, El Cajon, Encinitas, Escondido, National City, Poway, San Marcos, Solana Beach, San Diego, Santee, and Vista, and unincorporated territory extending to Imperial County; The Upper San Luis Ray RCD includes approximately 402 square miles just south of the San Diego/Riverside County boundary; the Oceanside Small Craft Harbor District is coterminous with the City of Oceanside; and the Lake Cuyamaca Recreation and Park District includes approximately 12 square miles located south of the unincorporated community of Julian and substantially surrounding Lake Cuyamaca.

At the hearing, the Commission will consider the Executive Officer's Sphere of Influence and Service Review Report for each District. The Commission will hear any person who wishes to speak at the hearing. Files relative to the sphere reviews may be examined in the LAFCO office. For further information, please call (858) 614-7755.

FOR PROPOSED SPHERE OF INFLUENCE AND MUNICIPAL SERVICE REVIEW DETERMINATIONS FOR ALL AGENCIES SUBJECT TO SENATE BILL NO. 244 (DISADVANTAGED UNINCORPORATED COMMUNITIES)

NOTICE IS HEREBY GIVEN, that a meeting of the Commission is scheduled for 9:00 a.m., on March 4, 2013, in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, to consider policy direction for the implementation of Senate Bill No. 244 (Disadvantaged Unincorporated Communities). The Commission will also consider sphere of influence and municipal service review determinations for all cities and special districts that provide fire protection, sewer, and/or water services and are therefore subject to the disadvantaged unincorporated community requirements of Senate Bill No. 244.

At the hearing, the Commission will consider the Executive Officer's Report and will hear any person who wishes to speak at the hearing. Files relative to Senate Bill No. 244 and the LAFCO FY 2012-13 Sphere-of-Influence and Municipal Service Review Program may be examined in the LAFCO office.
