NOTICE OF PRELIMINARY DECISION
TO APPROVE A SOURCE OF AIR POLLUTION BY THE
SAN DIEGO AIR POLLUTION CONTROL DISTRICT

The San Diego Air Pollution Control District hereby gives notice that in accordance with Rule 20.2 of the District's Rules and Regulations, the Air Pollution Control Officer has made preliminary decision to issue an Authority to Construct to Qualcomm Inc., for proposed installation of two 2,937-bhp diesel fired emergency standby engine/generators, to be located at 10190 McKellar Court, San Diego, CA 92121.

These engines are intended to supply power during emergency situations such as a power outage. Limited operation is also proposed for maintenance and reliability testing. An evaluation of the air pollution impacts of this proposal was performed by the District, and it was determined that all applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. An Air Quality Impact Analysis was conducted for Oxides of Nitrogen (NOx). Results indicate that the operation of this equipment will not result in the violation of any State or Federal ambient air quality standard.

The Air Quality Impact Analysis is available for review at the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131. Please refer to Application No. 2012-APP-002391 on all correspondence regarding this project. Written comments concerning the District's proposed action may be submitted for a period of 30 days, commencing February 21, 2013, and ending on March 22, 2013.
