Notice is hereby given that the San Diego Unified School District, acting by and through its governing board, will receive sealed bids for the furnishing of all labor, materials, transportation, equipment, and services for:

WHOLE SITE MODERNIZATION AT CHOLLAS ELEMENTARY SCHOOL

A mandatory site visit is scheduled for 9:00 a.m. on FEBRUARY 28, 2013
outside the main office of Chollas Elementary School, 401 N. 45th Street, San Diego, CA 92102. PLEASE SEE BID FOR DETAILS. (No.CS-13-0872-29)

PARKING INSTRUCTIONS: CONTRACTORS MAY NOT PARK ON THE STREET IN FRONT OF THE SCHOOL OR IN THE SCHOOL LOT ON 45TH STREET. PARKING IS AVAILABLE IN THE LOT ON MARKET STREET AT NORTH EAST CORNER OF SCHOOL BETWEEN 45TH STREET AND COTTON.

All bids must be received at or before 1:00 p.m. on MARCH 14, 2013,
at the Strategic Sourcing and Contracts Department, 2351 Cardinal Lane, Bldg. M, San Diego, CA 92123, at which time bids will be publicly opened and read aloud.

Under Public Contract Code 3400, the District has made a finding that the following particular materials, products, things, or services are designated by specific brand or trade name in order to match other products in use on the particular public improvement either completed or in the course of completion:

The project estimate range is between $4,500,000 and $5,500,000. Prequalification for this project has been waived. The District requires that Bidders possess any of the following classification(s) of California State Contractors License(s), valid and in good standing, at the time of bid opening and contract award: B.

All late bids shall be deemed non-responsive and not opened. Each bid shall be in accordance with all terms, conditions, plans, specifications and any other documents that comprise the bid package. All bids shall be submitted on bid forms furnished by the District in the bid package that may be obtained from C2 Reprographics, 4920 Carroll Canyon Road, San Diego, CA 92121, telephone number (858) 535-0607, beginning February 19, 2013. A deposit (checks only) of $300 for each bid package is required and checks shall be made payable to the San Diego Unified School District. The deposit is refundable according to the conditions outlined in the bid package. Contractors may purchase CD's for $50 (non-refundable check only). Bid packages will not be faxed.

As of January 1, 2012, the San Diego Unified School District will no longer administer the in-house Labor Compliance Program for all new construction projects. Prevailing wage requirements will still apply to all public works projects and must be followed per Article 18 of the General Conditions of this bid.

WAGES: The Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this public work is to be performed for each craft, classification, or type of worker needed to execute the contract. Copies of that determination are available at the District's Labor Compliance Office for interested parties upon request; or may be found on the internet at: http://www.dir.ca.gov/DLSR/PWD. It shall be mandatory upon the contractor to whom this contract is awarded and upon any subcontractor under him to pay not less than the said specified rates to all laborers, workmen, and mechanics employed by them in the execution of the contract.

DISABLED VETERAN BUSINESS ENTERPRISE PARTICIPATION PROGRAM: Pursuant to Resolution In Support of Service Disabled Veterans Owned Businesses (SDVOB) and Disabled Veteran Business Enterprises (DVBE) approved on May 10, 2011 by the Board of Education, the Bidder is required to satisfy a minimum DVBE participation percentage of at least three percent (3%) for this project. In compliance with this Program, the Bidder shall satisfy all requirements enumerated in the bid package.

Each bid must be submitted on the Bid Form provided in the bid package and shall be accompanied by a satisfactory bid security in the form of either a bid bond executed by the bidder and Surety Company, or a certified or cashier's check in favor of the San Diego Unified School District, in an amount equal to ten percent (10%) of their bid value. Said bid security shall be given to guarantee that the Bidder will execute the contract as specified, within five (5) working days of notification by the District.

The District reserves the right to reject any and all bids and to waive any irregularities or informalities in any bids or in the bidding. FURNISH AND INSTALL AUDIOVISUAL SYSTEMS AT
DOWNTOWN CHARTER SCHOOL

A mandatory site visit is scheduled for 9:00 a.m. on MARCH 8, 2013
at the new Downtown Central Library, 1095 K Street, Suite B, San Diego, CA 92101. THE DOORS WILL BE CLOSED PROMPTLY AT 9:05 A.M. ANY CONTRACTORS ARRIVING AFTER THAT TIME WILL NOT BE ALLOWED TO SIGN IN AS ATTENDING THE SITE VISIT. SEE BID FOR DETAILS. (No.CS-13-0879-08)

NOTICE! THE NEW DOWNTOWN LIBRARY IS AN ACTIVE CONSTRUCTION SITE. ALL SITE WALK ATTENDEES MUST WEAR A HARD HAT, SAFETY VEST AND GLASSES, GLOVES, PANTS AND CLOSED-TOED SHOES. ANY ATTENDEE NOT PROPERLY ATTIRED WILL NOT BE ALLOWED TO PARTICIPATE
IN THE SITE WALK AND WILL THEREFORE BE INELIGIBLE TO BID ON THE PROJECT.

PARKING WILL BE A PROBLEM. THERE ARE SEVERAL PAY STRUCTURES AND LOTS AROUND THE SITE AND TWO FREE PARKING AREAS SEVERAL BLOCKS AWAY. CONTRACTORS ARE ADVISED TO ARRIVE EARLY IN ORDER TO FIND A PARKING SPACE AND TO ALLOW FOR TIME
TO WALK TO THE SITE.

SUBSTITUTION OF SPECIFIED ITEMS
Pursuant to Public Contract Code §3400, whenever the Contract Documents refer to any specific article, device, equipment, product, material, fixture, specified patent or proprietary name, patented process, form, method or type of construction, by name, make, trade name, or catalog number (“specified item”), such reference shall be deemed to be followed by the words, “or equal”, unless it is indicated that no substitutions will be considered. Any Bidder who submit data to the District to substantiate a request to substitute a specified item (“Substitution Substantiation Data”) using the form provided in the contract documents. Any requests for substitution must be submitted NO LATER THAN MARCH 14, 2013. District staff will evaluate all requests and issue an addendum no later than March 21, 2013 listing all approved or disapproved products.
