As a property owner, tenant, or person who has requested notice, please be advised that the City of San Diego (City) Planning Commission will hold a hearing to consider an appeal of a decision by the Civic San Diego (CivicSD) Board of Directors (Board) approving Centre City Development Permit/Planned Development Permit No. 2011-43 allowing the construction of an eight-story (approximately 87-foot tall) residential building comprised of approximately 102 apartment units (including indoor and outdoor common areas) and 115 parking spaces (in three below-grade levels) on a 15,000 square-foot parcel located on the block bounded by Columbia, State, Fir, and Elm streets in the Little Italy Neighborhood of the Downtown Community Plan. The CivicSD Board's decision of October 17, 2012, included approval of a Centre City Development Permit and Planned Development Permit allowing deviations to the off-street loading, street wall height, Little Italy Sun Access Overlay, and below-grade parking encroachment requirements of the Centre City Planned District Ordinance. This project is covered under the Final Environmental Impact Report (FEIR) for the Centre City Redevelopment Plan certified by the Former Redevelopment Agency (Former Agency) on March 14, 2006 (Resolution R-04001), and subsequent addenda to the FEIR certified by the Former Agency on August 3, 2007 (Former Agency Resolution R-04193), April 21, 2010 (Former Agency Resolutions R-04508 and R-04510), and August 3, 2010 (Former Agency Resolution R-04544), in compliance with the California Environmental Quality Act (CEQA). The FEIR is a Program EIR prepared in compliance with CEQA Guidelines Section 15168. An Environmental Secondary Study (ESS) was prepared in accordance with CEQA, State, and local guidelines on February 24, 2012. The ESS concluded that the environmental impacts of the proposed project were adequately addressed in the FEIR, and the proposed project is within the scope of the development program described in the FEIR. Therefore, no further environmental documentation will be required under CEQA.
