Community-Based Outreach Services
in the Development of the SANDAG Regional Plan
The San Diego Association of Governments (SANDAG) is seeking to partner with a maximum of ten (10) community-based organizations (CBOs) to facilitate timely and meaningful involvement from Communities of Concern in the development of the SANDAG Regional Plan, which will combine the Regional Transportation Plan and the Regional Comprehensive Plan and is scheduled for adoption in 2015. In addition, the CBOs selected under this Request for Partners (RFP) may be asked to facilitate input from their communities on related agency-wide work efforts depending upon performance, need, and availability of funding.

For the social equity analysis of the 2050 RTP/SCS, Communities of Concern were defined as: Low-Income, Minority, Low Mobility, and Low Community Engagement. For details on the census data and thresholds used to define these communities please see 2050 RTP, Chapter 4, page 4-11. The Communities of Concern definition used in the 2050 RTP/SCS may undergo changes as the Regional Plan is developed.
