NETWORK SERVICES, MAINTENANCE, EQUIPMENT AND INSTALLATION FOR E-RATE FUNDING YEAR 16

Bids shall be received in the office of Cesar Vega, the Bid Administrator, Office of Purchasing, San Ysidro School District Education Center, 4350 Otay Mesa Road, San Ysidro, CA 92173. Bids will be opened on this day and hour and publicly read aloud, with a recap of submitted pricing being available at a later date. Bids received after this time will be returned unopened. Parking is limited so plan accordingly. Oral, telephone, facsimile, or electronic submission of bids will not be accepted.

Each bid must conform and be responsive to this invitation, Bid Securities, Contract Documents and all plans, specifications and any other documents comprising the pertinent Contract Documents, copies of which are now on file and may be obtained after December 6, 2012 at the Purchasing Office, San Ysidro School District, 4350 Otay Mesa Road, San Ysidro, CA 92173.

All Bidding Questions and Requests for Clarification as to bidding process will only be accepted in writing via e-mail to ATTN: Cesar Vega, Bid Administrator, cvega@sysd.k12.ca.us, or Araceli Felix, asanchez@sysd.k12.ca.us. All technical questions should be directed to the Frank Paredes, Director Information Management Services, franco@sysd.k12.ca.us. All questions must be received no later than 2:00 p.m., December 20, 2012.

Each bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion affidavit, and all additional documentation required by the Instructions to Bidders section of the Contract Documents.

The successful bidder shall file performance and payment bonds approved by the District in the form set forth in the contract documents.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder(s), copies of which may be obtained from the Director of Industrial Relations. It shall be mandatory upon the Contractor(s) to whom the contract is awarded and upon any subcontractor under him to pay not less than the said specified rates to all workers employed by him in the execution of the contract.

Award of Bid: The District intends to award a contract(s) on the basis of most cost effective services to the District. The bid will be awarded based on the criteria for award of a services agreement as follows: Award shall be made as a complete bid or may be awarded by individual sections to the responsive contractor(s) whose bid is scored, by the District's evaluation team, with the highest point total based on the Evaluation Criteria listed in the section “Method of Award and Evaluation.” The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process, and to judge the merit and qualifications of the bidder and of the equipment offered.

The District is seeking 90% funding from E-Rate funding and the District will pay the remaining 10% of the total cost. If E-Rate is not 100% funded, the San Ysidro School District reserves the right to reject all bids.

No bidder may withdraw his bid for a period sixty (60) calendar days after the date set for the opening of bids.

JOB ORDER CONTRACT (JOC) GENERAL CIVIL CONSTRUCTION SERVICES

The San Diego Association of Governments (SANDAG), 401 B Street, Suite 800, San Diego, CA  92101-4231, is requesting sealed bids to perform Job Order Contract (JOC) civil construction work as follows:
 
The work items contained in this Invitation for Bid (IFB) consist, in general, of general fixed civil construction JOC work items. Bidders must have a valid “A” Contractors License issued by the State of California Contractor’s Licensing Board. Bidders shall submit, in their bid response, sufficient information to demonstrate their experience complying with SANDAG Board Policy 24 experience and financial requirements. Additionally, the successful bidder must be able to demonstrate to SANDAG’s satisfaction their compliance with the experience and qualification requirements detailed in the IFB Special Provision section 2-1.17 “Qualification Requirements and Ineligibility to Contract”. The successful bidder shall also be required to complete Exhibit N of the IFB “Contractor’s Statement of Experience and Financial Condition”, which shall be evaluated by SANDAG to determine the acceptability of bidder’s experience and qualifications.
 
Minimum Contract Value (3 Years): $40,000
Maximum Contract Value (3 Years): $20,000,000
 
This contract may be funded in part with Federal Transit Administration (FTA), Federal Highway Administration (FHWA) and/or American Recovery and Reinvestment Act (ARRA) funding. The Disadvantaged Business Enterprise (DBE) / Underutilized Disadvantage Business Enterprise (UDBE) goal(s) for this contract shall range from 0% to 11%. The DBE/UDBE goal shall be established on a Job Order basis, based on the project funding source, nature of the Job Order work, availability of DBE/UDBE subcontractors, and other factors.
 
Pre-Bid Meeting (Non-Mandatory):  A non-mandatory pre-bid meeting will be held on Tuesday, January 8, 2013 at 2:00pm at SANDAG, 401 B Street, 8th Floor, San Diego, CA  92101.  All questions should be addressed, via email, to Rian Risley, Contract Administrator at rian.risley@sandag.org

NOTICE TO QUALIFIED GENERAL CONTRACTORS
San Diego Center for Children (SDCC) Building Renovation Project

SDCC (Owner) invites sealed bids from qualified General Contractors for providing the material and installation of an 80kw emergency generator, including electrical distribution and an 800 gallon potable water storage, pump system, foundation and enclosure, exterior building siding and the renovation of an existing 1440 square foot classroom building per architectural/engineering plans.

This project is funded in whole or part by federal Community Development Block Grant funds and will be subject to Davis-Bacon Federal Wage Determination (Prevailing Wage and Certified Payroll); and Section 3 of the Housing and Urban Development (HUD) Act [12 U.S.C. 1701u and 24 CFR Part 135].
