The City of San Diego Development Services Department has prepared a draft Mitigated Negative Declaration Report for the following project and is inviting your comments regarding the adequacy of the document.  The draft Mitigated Negative Declaration and associated technical appendices have been placed on the City of San Diego web-site at

Subject: SITE DEVELOPMENT PERMIT (SDP), VESTING TENTATIVE MAP for the development of eleven (11) single dwelling units and associated infrastructure on a 1.56-acre property in Carmel Valley Neighborhood 5 (Address: 4140 Worsch Way, APN: 307-180-31). The project would consist of a residential subdivision comprising 11 single dwelling unit lots and associated infrastructure on a 1.56-acre parcel (Assessor’s Parcel Number (APN 307-180-31).  Lot sizes range from approximately 4,800 square feet (s.f.), to just under 8,000 s.f. which are consistent with the existing neighborhood that range from 3,500 s.f. to 8,500 s.f.  Each lot would have a driveway with direct access to the abutting public-right-of-way, similar to the lot design in the neighborhood. Each lot would include two parking spaces within a garage, plus two additional onsite parking spaces, for a total of 44 onsite parking spaces for 11 residences. In lieu of an architectural package, the project includes design guidelines (Worsch WayCarmel Valley Design Guidelines). In accordance with the underlying zone and development guidelines, maximum lot coverage is limited to 60 percent of the 1.56 acre site. Maximum building height is limited to 35 feet. Approximately 1.01 acre in the southerly portion of the site is zoned CVPD- SF2, and the remaining northerly 0.55 acre is zoned CVPD - SF3 (Carmel Valley Planned District - Single Family).  The site is designated Residential on the City’s General Plan Land Use Map and Single-Family Residential in the Carmel Valley Neighborhood 4, 5, & 6 Precise Plan.  The site is not included on any Government Code listing of hazardous waste sites.

Recommended Finding:  The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study and project revisions/conditions which now mitigate potentially significant environmental impacts in the following area(s):  Biological Resources (Nesting Birds only), Historical Resources (Archaeology) and Paleontological Resources.

The decision by City staff will be made without a public hearing no less than eleven (11) business days after the date of mailing the Notice of Future Decision.  If you want to receive a "Notice of Decision", you must submit a written request to the City Project Manager listed above no later than ten (10) business days from the mailing date of the Notice.
 
The decision of the Development Services Department Staff can be appealed to the Planning Commission.  An appeal must be made within twelve (12) business days after the decision date.  Appeal applications are available at the Development Services Department, 1222 First Avenue, 3rd Floor, Check-In Counter, San Diego, CA  92101.

BY THE SAN DIEGO CITY COUNCIL ON A PROPOSED REVISION OF TORREY HIGHLANDS DEVELOPMENT IMPACT FEES AND FACILITIES BENEFIT
ASSESSMENTS.

NOTICE IS HEREBY GIVEN that the San Diego City Council is scheduled to hold a public hearing on Tuesday, January 8, 2013, at the hour of 10:00 a.m. or as soon thereafter as the matter can be heard, in Council Chambers, 12th Floor, City Administration Building, 202 C Street, San Diego, California, for the purpose of consideration of revision of TORREY HIGHLANDS Development Impact Fees and Facilities Benefit Assessment. Consideration of this matter will include:

1. Approve the establishment of new Development Impact Fees for all property within the TORREY HIGHLANDS Community.
2. Approve the establishment of new Facilities Benefit Assessments for all undeveloped property within the TORREY HIGHLANDS Community.

The TORREY HIGHLANDS Public Facilities Financing Plan is available for public inspection at the Office of the City Clerk, City Administration Building, 2nd Floor, 202 C Street, San Diego, California, 92101.
