City Offers 2nd Opportunity for Community Input Regarding the General
Development Plan (GDP) for the Torrey Pines North 18-Hole Golf Course

SAN DIEGO - The City of San Diego Public Works Department, Architectural Engineering & Parks Division, announces the second (2nd) opportunity for the public to participate in the design process for the General Development Plan (GDP) for the Torrey Pines North 18-Hole Golf Course.

The public is invited to attend this Open House. The Open House is free, open to everyone, and will be held on January 10th, 2013 between the hours of 11am and 2pm. There will be a tent set up on the South Driving Range Tee at Torrey Pines Golf Course. This Open House will showcase draft design solutions from the City's consultants, based on input received from Community Meeting #1 (held on December 18, 2012). The Open House is not a time-specific meeting. Community members are encouraged to visit the tent anytime between the hours of 11am and 2pm. In addition to viewing a number of preliminary design solutions, members of the public will be able to speak directly with design consultants and to City staff.

As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Variance request to allow for a maximum 12-foot high retaining wall located within the front yard setback, where a maximum 3-foot wall height is allowed, for an existing single family residence on a 0.19-acre property. The project site is located at 1705 Valdes Drive, in the RS-1-5 Zone, Coastal Overlay Zone (non-appealable), Coastal Height Limitation Overlay Zone and within the La Jolla Community Plan area.
The decision of the Hearing Officer is final unless appealed to the Planning Commission. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. The appeal must be made within 10 working days of the Hearing Officer's decision. Please do not e-mail appeals as they will not be accepted. The decision made by the Planning Commission is the final decision by the City.
This project was determined to be categorically exempt from the California Environmental Quality Act on November 14, 2012 and the opportunity to appeal that determination ended on November 30, 2012.
If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing. The City of San Diego Development Services Department has prepared a draft Addendum to Mitigated Negative Declaration No. 6107 for the following project and is inviting your comments regarding the adequacy of the environmental document.  The draft Addendum and associated technical appendices (if applicable) have been placed on the City of San Diego web-site at

Subject:  Site Development Permit to construct two three-story, single-dwelling units on two separate legal lots.  Lot 204 is approximately 0.66-acres and would be developed with a 3,303-square-foot, two-story residential structure.  Lot 208 is approximately 0.59-acre and would be developed with a 6,429-square-foot, two-story residential structure. The project would also construct various associated site improvements (i.e., retaining walls, hardscape and landscaping).  The combined vacant 1.25-acre project sites are located in the 11448 and 11480 Almazon Street in the RS-1-14 Zone, Airport Influence Area Overlay Zone, within the Rancho Penasquitos Community Plan area.
