SD City Council passes abandoned property, responsible banking ordinances

The city of San Diego now has greater leeway to punish owners of blighted properties after the City Council Tuesday unanimously approved a bill expanding the definition of abandoned properties.

I am trying to get into the business of cleaning up such properties. How can i do so? Is it like forcloser clean ups? If so im open for business.
