Sabrina Houlberg has been named Westcore Properties' senior manager of human resources and administration.
Houlberg has more than 12 years of experience at the position, with emphasis on recruitment and retention strategies, organizational development, training and benefits administration.
Houlberg joins Westcore from RR Donnelley, a full-service printing company where for the past 8.5 years she was a human resources manager for three multi-state manufacturing locations.

Christopher Burke, most recently an associate intelligent transportation systems (ITS) business analyst for the San Diego Associations of Governments, has been named for director of business development for Cofiroute USA, a firm that handled automation of the 91 Express Lanes system in Orange County.
In his new position, Burke will be responsible for working with public agencies, contractors and others throughout the United States in bidding on new projects, and developing plans for new toll roads or converting existing high-occupancy vehicle (HOV) lanes to high-occupancy toll (HOT) lanes.
