The San Diego Contracting Opportunities Center (SDCOC) is the only Department of Defense (DoD) Procurement Technical Assistance Center (PTAC) assisting San Diego small and emerging businesses with their basic government contracting and procurement needs. The SDCOC operates through Southwestern College under a DoD matching grant. It is one of three economic development programs at Southwestern that offer business services. Others are the Small Business Development & International Trade Center, Business Resource Center and Customized Training at Southwestern. Augmenting the assistance provided by other small business service providers such as the Women's Business Center of California, the SBDCs and SCORE, the SDCOC offers the additional focus that small businesses require to address their government contacting needs. First, individualized procurement counseling brings the small business into one-on-one contact with an experienced government contracting professional. This service answers both general and specific questions pertaining to the government contracting. The SDCOC also offers a training program. A series of workshops are normally presented by subject matter experts or by other qualified representative from government agencies. The workshops provide insights into the government marketplace or educate in a specific area of government contracting. The third service category is electronic bid finding. This service alerts a business when a government agency is looking for products or services similar to the ones it provides. In addition to this service, the SDCOC also offers bid plan room services for its construction industry clients. Because of the generosity of local sponsoring agencies such as the San Diego County Water Authority, San Diego County Regional Airport Authority, the Port District, Santee, Metropolitan Transit Development Board and Otay Water District, the SDCOC is able serve all of its 500 active clients free of charge.
