Poway provides residents and visitors with a country atmosphere while offering many of the amenities of a large city.
The city of Poway was issued nearly $40 million in tax allocation bonds to be used for Capital Improvement Projects (CIP). These include confronting problems with roadways, water and wastewater, parks, buildings, drainage, sewer pipeline and redevelopment. According to the city's Web site, an outside consultant has never been hired to help with public works projects, but because of the timely nature of the many projects required in the bond issuance, civil engineering consultant firm Berryman & Henigar were acquired in 2002 to head them up.
According to assistant city manager Penny Riley, some of the projects are complete, some have been initiated and others are still awaiting approval. Improvements to the flooring in the Poway Swim Center locker room and dive towers are complete and reconstruction of the pool deck is slated for early 2005.
Expansion of the Train Barn in Old Poway Park has been completed, adding over 2,000 square feet to the 2,500-square-foot structure.
A new train depot at the Old Poway Park is currently under design. Once the finance package and design are complete, the design will be sent to city council, likely in early 2005. Construction will then take less than a year, Riley said. The final widening of Community Road between Poway and Twin Peaks roads was completed in mid-2004 and a sound wall on the west side of Community Road will go to bid in early to mid-2005.
The Espola Road widening project from Twin Peaks to Titan and the Espola Road pipeline are currently under environmental review. According to Riley, it could potentially be more than a year before this project begins, depending on the public review process.
Upgrades to sewer pipes and pump stations in the Sewer Master Plan are ongoing. They are part of a series of construction projects funded over multiple years.
In addition to Capital Improvement Projects, many rehabilitation projects were and are taking place, according to Scott Edwards, economic development manager for the city of Poway.
Reconstruction on Poway City Center, on the corner of Poway Road and Midland Road, began earlier in 2004, allowing for the expansion of Office Depot and Home Goods and for the construction of new restaurants. Completion of Poway Crossings Shopping Center is also slated for completion in January or February 2005. Poway Plaza, located at the southwest corner of Poway and Community Roads, will soon undergo rehabilitation in a joint effort between the city and owners of the plaza.
Poway Business Park, where a new Kohl's department store was erected in 2004, is home to companies with rehabilitation plans for 2004 and 2005 as well.
Toppan Optical began a major expansion of their property, adding approximately 315,000 square feet. Slough Estates owns 27 acres of the Business Park and is phasing in a major campus totaling approximately 835,000 square feet, Edwards said.
Also, construction of an auto storage facility in the Business Park began in December 2004 and is slated for completion in April 2005. It will be an off-site vehicle unloading location for many of Poway's franchise auto dealers, Edwards said. It could potentially minimize traffic, congestion and safety hazards, as large shipments will no longer make deliveries to Poway Road dealerships.
With all the construction and redevelopment taking place in Poway, Gateway Inc. relocated its 550-employee headquarters from Poway to Orange County after purchasing their rival, eMachines.
The city of Poway is active in the many projects that are taking place and looks forward to those planned for 2005.
