Doug Farry, located in the San Diego office of McKenna Long & Aldridge, is a managing director in the firm's government affairs practice. Farry concentrates his work on technology and telecommunications policy, focusing also on financial services, energy and tax issues. He has provided counsel on how to communicate complicated and technical public policy issues to the public on such topics as broadband, biotechnology, spectrum reform and privacy. Les Girard serves as of counsel in McKenna Long & Aldridge's San Diego office. Girard focuses his practice primarily on assisting clients with government affairs issues. His experience encompasses the gamut of local government law, including land use and redevelopment initiatives; open meeting, regulatory, ethics laws, public/ private partnerships and public finance. Immediately prior to joining McKenna Long & Aldridge LLP, Girard served as assistant city attorney for special projects for the City of San Diego, Calif. Mike McGuiness was the chief deputy city attorney with the San Diego Attorney's Office in San Diego, Calif., prior to joining McKenna Long & Aldridge LLP. McGuiness focuses his practice on municipal government affairs issues including construction, contract and land use litigation. He has worked on cases relating to complex projects involving tunnels, bridges and water and wastewater treatment facilities. He has significant experience at all levels of litigation, and extensive experience in state and federal appellate courts.
