Vice Admiral Michael Vitale, USN, Commander, Navy Installations Command, spoke at the November 18th breakfast meeting to a large gathered crowd of SDMAC members and their guests.
VADM Vitale gave a synopsis of what comprises Navy Installations Command — 78 bases consisting of airfields, ports, depots, technical centers, etc., that are located throughout 11 states and overseas geographical regions, managing 31 major programs and delivering 122 diverse product lines ranging from fire and security to quality of life issues. Over 13,00 different processes are used to deliver the product lines.
“The Command was formed six years ago in recognition of longstanding low priority attention and underfunding of the shore establishment infrastructure” said Vitale. He continued, “Today’s challenge is to achieve the optimum mix of efficiency and effectiveness in the management of the myriad shore installations and the wide variety of programs and services they administer through standardization of processes, organizational alignment, and efficiencies through innovation.” The main challenge of the immediate future will be to continue long delayed recapitalization projects in the face of budgetary competition with other high priority Navy programs.
