A San Diego-based construction consulting firm is serving as the consultant for the first phase of development of a new master plan and library facility for the Encinitas Civic Center located on a 6-acre site at 505 S. Vulcan Ave.
Gafcon was retained by the city of Encinitas, with Richard Phillips, assistant to the city manager, providing oversight. Eitan Aharoni is serving as project manager for Gafcon.
For Phase I, Gafcon is assisting the city of Encinitas in the selection of a qualified architect to develop a library conceptual plan and master planning services for the Encinitas Civic Center block. The final selection will be made this month.
Phase II will encompass the design phase of the new master plan, which will include the conceptual design for a new, $10 million, 25,000-square-foot library; assessing the adequacy of the existing civic center; making recommendations for renovation or new construction and determining the potential for possible commercial uses on the site.
Phase III of the project will entail overseeing construction, which is targeted to commence in early 2003.
