The Disabled Veteran Business Enterprise (DVBE) program, administered by the California Department of General Services, was established in 1989 to assist disabled veteran-owned small businesses located throughout California. The program requires that companies bidding on California taxpayer funded projects allocate a portion of the contract to a DVBE firm to provide labor, services or supplies needed for the completion of the project. California established a DVBE participation goal of at least 3 percent, which applies to the total contract dollars expended each year by an awarding state agency. Agencies can decide which projects will include DVBE goals, but they must attempt to reach the annual goal with some of the projects that are put out to bid.
