Padre Dam appoints new board members

Padre Dam Municipal Water District announced Tuesday it has appointed board members and decided to fill a vacant seat through appointment rather than special election, a decision the district says saved customers approximately $100,000.

The board appointed incumbent Andy Menshek as president, incumbent Augie Scalzitti as vice president, and newly elected James Maletic as treasurer.

James Maletic is a Santee resident and a registered construction inspector and licensed general contractor with 38 years of engineering and construction experience in public agencies, engineering firms, and his own companies, according to the district.

Dan McMillan is an El Cajon resident and past member of the board from 1995 to 2003. He served as Padre Dam’s representative on the Board of Directors of the San Diego County Water Authority during his previous term, and will resume the position this term. McMillan is president of MCCO Enterprises, a vehicle rental company, and MCCO Construction & Realty, and is a partner in other ventures. He is a retired adjunct professor of mathematics and computer science, and holds a Master of Business Administration in Finance and Master of Science in Mathematics.

Andy Menshek, an El Cajon resident and Padre Dam Board member since 1995, was unopposed in the Nov. 2006 election. Menshek is a Battalion Chief with the San Miguel Fire Department. He currently serves on the Local Agencies Formation Commission and its Fire Protection and Emergency Medical Services Task Force. Menshek served on the National Water Resources Association Municipal Caucus and the Association of California Water Agencies Joint Powers Insurance Authority.

Augie Scalzitti, a Santee resident, was appointed to Padre Dam’s Board in 1993 and elected in 2001 and 2005. Scalzitti has been a business owner for 40 years, specializing in property management since 1995, and currently serves on the Local Agencies Formation Commission (LAFCO) Special Districts Advisory Committee and on the Metro Wastewater Joint Powers Authority.

In Nov. 2006, Padre Dam’s two wholesale water customers, Riverview and Lakeside Water Districts, detached from Padre Dam to become San Diego County Water Authority members. Their representative on Padre Dam’s Board, Lex Boswell, resigned on Jan. 1.

Padre Dam's board is seeking an appointee to serve the remainder of Boswell’s term, which expires in Jan. 2009.
