Major Cases

Jeffrey Chine acts as land-use counsel on major development projects such as Fanita Ranch, San Elijo Hills, Villages of La Costa and Otay Ranch, among others. He also defends project approvals, and recent court victories include the Palomar Station project in San Marcos and Blackwater U.S.A. facility in San Diego.

Professional Background

Chine specializes in land-use and entitlement law on behalf of landowners and developers with commercial, residential, industrial and mixed-use projects. He is an expert on the regulatory process, including the California Environmental Quality Act, and all aspects of development regulation. He frequently lectures on land use and development topics to professional planning groups and attorneys, and has taught CEQA to Superior Court Judges and Appellate Justices at the California Judicial College.

Professional Affiliations

Chine is an active member of the Building Industry Association, serves as general counsel of the San Diego County Chapter, and also serves as chair of its Legal Action Committee. He is a contributing author for two CEB treatises on land-use law and litigation and a former UCSD instructor on urban planning and development law.

Chine is married with two children, a boy and a girl, ages 3 and 4. He grew up in San Diego.
