Carlsbad embarks on Village plans

The city of Carlsbad is embarking on the planning of a 130-acre portion of its South Carlsbad Coastal Redevelopment Area, but redevelopment in the Carlsbad Village area continues in full swing.

The Carlsbad City Council received a preliminary plan for 130 acres in the area of the city bounded by Poinsettia Way, the railroad tracks, the ocean and Encinitas.

Debbie Fountain, Carlsbad Housing and Redevelopment director, said the property is currently a "hodge podge" of uses from industrial to residential. Fountain said the area is actually zoned for visitor-serving commercial.

This 130-acre piece is but one part of the South Carlsbad Coastal Redevelopment Area, which is bounded by Agua Hedionda Lagoon and the Encina Powerplant, Encinitas, the ocean and Interstate 5. The intent is to plan this entire area, but the effort will take years to complete.

Lori Rosenstein, Carlsbad Redevelopment Agency management analyst, says the City Council received the preliminary document for the 130-acre section and had said it won't be released to the general public until later this summer or fall.

Meanwhile, residential, retail and office development continues unabated in Carlsbad's Village area, particularly along North State Street, which is also the subject of a new land use plan.

For that study, the City Council looked at a wide range of areas that ranged from Little Italy in downtown San Diego to Manhattan Beach up north.

Grading has been completed for a mixed-use project on Carlsbad Boulevard, between Christiansen and Beech that will provide 65 condominiums, including 11 affordable units for low-income households and approximately 8,600 square feet of retail. Building permits have been issued for six of the 10 buildings and construction has started. The developer, Anastasi Development of Redondo Beach, hopes to release the first phase of construction this winter. Final completion of the project is anticipated for summer of 2004.

Bill Canepa is seeking building permits for a 21-unit luxury condominium on Laguna, between Roosevelt and State streets that includes three affordable units. Canepa, the owner of Carlsbad's Tamarisk Beach Resort, wants to have this project completed by the summer of 2004.

The Carlsbad Village Self Storage Project is under construction. It is by H.N.B. Inc. of Escondido and is on Tyler Street at the Pine and Walnut avenues intersection.

A new mixed-use building at 2917 State St. has been approved by the Housing and Redevelopment Commission. It will provide approximately 3,300 square feet of retail space on the first floor, and 2,900 square feet of offices on the second floor. The property owner, Carlsbad Village Drive Partnership, headed by Leor Lakritz of Tustin, would like to have this project completed by the early part of 2004.

A 10,700-square-foot office building has been approved for Jefferson Street north of Grand Avenue. It is being developed by Kent Jessee of Carlsbad and is awaiting its building permits.

The old, abandoned Laundromat site at 2589 North State St. has received an administrative redevelopment permit to convert the property into a retail operation known as The Pond Source. The operation is headquartered in Kingman, Ariz., and will sell pond-related equipment and products, including koi fish. Rehabilitation of the building and construction of an outdoor pond display area is under way.

The Army and Navy Academy is in the process of completing its new 40-room dormitory on the 300 block of Carlsbad Boulevard. The school is expected to be ready in September.

Carlsbad redevelopment staff also asked a Carlsbad Chamber of Commerce subcommittee to obtain feedback from residents, business owners, property owners and other interested persons for future Village area enhancements.

The Carlsbad chamber, in turn, has contracted with the Calthorpe & Associates consulting firm to create a vision for the downtown area
